Commercial/Procurement Manager

We are recruiting for experienced Commercial Managers to join a major London public sector organisation on an interim basis. These roles sit within the Procurement & Commercial team and will focus on delivering a portfolio of procurements, managing larger and above-threshold tenders, developing procurement strategies, determining routes to market and ensuring compliant procurement processes across a range of business areas.

Key Details

  • Contract: Until 18 December 2026
  • Location: Stratford, London (minimum 2 days per week in the office, with occasional travel to the Southwark office)
  • Rate: £388.10 PAYE / £529.95 Umbrella per day (Inside IR35)
  • Start Date: ASAP
  • Interview: One-stage MS Teams interview

The Role

You'll lead and manage a portfolio of procurement projects, overseeing the end-to-end procurement lifecycle from strategy development through to contract award. The role requires someone who can operate independently, provide commercial advice to stakeholders, ensure compliance with procurement legislation and deliver successful procurement outcomes within a complex public sector environment.

Essential Experience

  • Significant public sector procurement experience.
  • Strong end-to-end procurement expertise across complex procurement exercises.
  • Knowledge and practical application of the Procurement Act 2023 (PA23).
  • Experience developing and implementing procurement strategies.
  • Understanding of contracting options and routes to market.
  • Experience with contract formation and commercial negotiations.
  • Strong stakeholder management and business partnering skills.
  • Ability to work effectively across multiple stakeholder groups.
  • Confident communicator with the ability to provide clear updates and build strong working relationships.
  • Experience managing above-threshold procurements and ensuring compliant procurement processes.

Desirable Experience

  • Rail industry procurement experience.
  • Experience using e-tendering platforms.
  • SAP Ariba experience is advantageous but not essential.
