Yolk Recruitment is delighted to be partnering with Valleys to Coast to appoint a Procurement Manager at an exciting point in the organisation’s growth.
This is a newly created opportunity to bring procurement in-house, build the function and drive genuine commercial value across the Group.
With over 6,200 homes in management, a number of subsidiaries and an ambitious development programme, there is significant scope to leverage Group-wide buying power, improve value for money and strengthen procurement governance.
The Role
Reporting to the Director of Finance and managing a Buyer, you will lead procurement across the Group, developing and embedding a comprehensive procurement framework aligned with organisational objectives and regulatory requirements.
You will:
- Lead the transition from outsourced to in-house procurement
- Develop and embed procurement policies, processes and governance
- Ensure compliance with the Procurement Act 2023 and Welsh Government requirements
- Drive cost savings, efficiencies and value for money
- Lead end-to-end procurement, tendering and contract management
- Develop and maintain a comprehensive contracts register
- Manage key supplier relationships and complex negotiations
- Embed social value and sustainable procurement
- Develop procurement systems, data and performance reporting
- Provide expert advice to senior leaders and the Board

What We’re Looking For:
- Fully qualified procurement specialist (CIPS or equivalent)
- Degree-level qualification in a relevant discipline (e.g., Business, Law, Supply Chain Management) or equivalent demonstrable experience
- Substantial post qualification experience in a senior procurement role, preferably within a public sector, housing, or not-for-profit environment in Wales or the wider UK
- Demonstrable track record of developing and implementing successful procurement strategies that deliver significant value for money and efficiency gains
- In-depth knowledge of public procurement regulations (e.g., Procurement Act 2023, Welsh Government procurement policy) and best practice
- Proven leadership and management experience, with the ability to build, motivate, and develop a high-performing team
