Key Notes
MCIPS qualification or progress towards it, public-sector procurement experience and basic contract-law knowledge are minimum requirements. You’ll lead tenders, negotiate contracts and manage suppliers across GWR spend categories during its transition to public ownership. Based in Swindon, the role pays up to £56,000; part-time hours above 30 per week would be considered.
What You'll Work On
- Lead sourcing strategies and competitive PA23-compliant tenders across GWR categories including professional services, facilities services, cleaning and fuel.
- Negotiate commercial terms and manage post-award supplier relationships, identifying consolidation opportunities and reviewing contractual arrangements across procurement categories.
- Support regulated procurement during GWR’s transition to public ownership, coordinating requirements and commercial decisions with internal and external stakeholders.

Supplier consolidation and commercial negotiations affect GWR’s purchasing arrangements across multiple categories, with post-award relationship management addressing performance against the contracts that have been agreed.

Qualification: Applicants must hold MCIPS or be working towards the qualification.
Experience: Previous public-sector procurement experience is required, including end-to-end tender management in a PA23-compliant environment.
Technical: The role requires contract negotiation, post-award contract and supplier management experience, e-procurement knowledge and a basic understanding of contract law.
Technical: Applicants need analytical and data-management skills, including proficiency in Microsoft Excel and Word.
Stakeholder: Applicants must be able to build internal and external working relationships and communicate procurement plans and progress.
