Procurement Manager
Location: Oldham (Hybrid Working)
Hours: 37 hours per week
Salary: up to £53,220 per Annum
Our Procurement Team is growing and we are looking for an experienced Procurement Manager to join our team and play a key role in developing and delivering our procurement services.
Working closely with our Assets and Development Teams, you’ll lead procurement activity across a range of goods, works and services. We’re particularly interested in candidates with experience of JCT or other works-related contracts, ideally gained within property, assets, maintenance or building development categories.
As an experienced public procurement professional, you’ll bring strong commercial thinking, sound procurement expertise and a collaborative approach to help us strengthen supplier relationships, maximise value for money and ensure our procurement activity is compliant whilst also developing stakeholders commercial capabilities and awareness.
You’ll play a key role in delivering our Procurement Strategy 26-30, providing expert advice to colleagues across FCHO and supporting the continued development of our procurement service.

What you'll be doing
You'll lead procurement activity across the organisation, ensuring procurement exercises are delivered compliantly, efficiently and in line with legislation and FCHO policies.
Key responsibilities include:
- Leading end-to-end procurement projects for goods, works and services.
- Providing expert procurement advice and guidance to managers across FCHO.
- Monitoring supplier performance and supporting effective contract management.
- Maintaining the contract register and procurement records.
- Identifying opportunities to improve value for money, reduce costs and increase efficiency.
- Supporting procurement governance, reporting and audit requirements.
- Delivering procurement training and promoting best practice across the organisation.
- Keeping up to date with procurement legislation, market developments and emerging best practice.

About you
You'll be a collaborative and commercially minded procurement professional who enjoys building relationships and driving continuous improvement in all aspects of the role.
You'll bring:
- Strong communication and stakeholder management skills, able to present complex information or concepts clearly and effectively to a wide range of audiences.
- Experience in delivering procurement projects covered by public sector procurement regulations (PCR15/PA23).
- Experience of operating with JCT or other works related contracts.
- Excellent commercial awareness with a focus on continuous improvements and driving value for money.
- In depth knowledge of procurement and contract management best practices.
- The ability to manage multiple priorities and deliver projects successfully.
- Experience managing or supervising colleagues.
- MCIPS qualification, or be working towards achieving it.
