About our Team

Our team implements and administers policy and/or administration of short or long-term international assignments. We oversee immigration services, policies, and regulations to ensure compliance. We execute functional business plans and contribute to the development of functional global mobility strategy, guiding decisions by divisional strategy.

About the Role

The Procurement Manager leads global category strategy, sourcing and supplier management for Editorial Production Operations (EPO), supporting RELX businesses across content services, technology platforms, AI-enabled technologies, SaaS solutions, customer services and translation providers. You will partner across technology, operations, product and business teams to shape sourcing strategies, strengthen supplier partnerships and deliver measurable business value.

Responsibilities:

  • Lead commercial negotiations for content production, software, SaaS, managed services, AI platforms and large language model (LLM) services.
  • Structure and negotiate agreements including MSA, SOW, SaaS subscriptions and licensing across consumption/usage-based, token-based, transactional and T&M pricing models.
  • Apply sourcing best practices, category management and market benchmarking to translate business demand and market trends into category plans and measurable benefits.
  • Leverage AI/GenAI tools and BI platforms to generate data-driven sourcing insights and decisions.
  • Serve as the primary relationship owner for strategic content technology suppliers, supporting governance, risk management, supplier optimization and innovation.
  • Build consensus and advise Legal, Information Security and business-unit stakeholders during complex negotiations and contract management.
  • Operate independently within Global Procurement governance guidelines and Legal and AI governance requirements.

Requirements

  • Progressive experience in strategic sourcing/procurement, with a strong focus on academic and professional content/data production and software/SaaS/technology sourcing — ideally across both domains, or demonstrated ability to ramp quickly across categories.
  • Proven track record leading and negotiating complex, high-value agreements, delivering benefits to the business.
  • Proficiency with AI tools and the Microsoft 365 suite, including Power BI to optimize sourcing processes, drive innovation, strengthen the supplier base, and enhance spend visibility and insight.
  • Hands-on experience with category strategy and management, spend analytics/BI reporting, and end-to-end RFP/RFI processes.
  • Knowledge in Supply Chain Management, or a related field; CPSM or CIPS certification strongly preferred.
  • Knowledge of academic and professional information solutions, content production workflows, and the technologies driving digital content transformation and delivery preferred.
