To lead procurement activity across a Portfolio within the Regional Buildings business. Initially supporting the bid and work winning phase for key defence and strategic pursuits, then mobilising and leading project procurement teams through pre construction and delivery.
What you'll be doing
As Procurement Manager, you'll act as the senior procurement lead for a portfolio of Regional Buildings projects, playing a key role from bid stage through to project delivery. Working closely with operational, commercial and project teams, you'll drive procurement excellence, build strong supply chain partnerships and help deliver best value across the portfolio.
Key Responsibilities Will Include
- Leading procurement activities across an allocated Regional Buildings portfolio, supporting projects through work winning, pre-construction, mobilisation and delivery phases.
- Developing and implementing procurement and supply chain strategies that align with business objectives, project programmes and future pipeline requirements.
- Providing strategic procurement input into PQQs, ITTs and tender submissions, including market analysis, sourcing approaches, supplier capacity assessments, commercial assumptions and risk management.
- Ensuring a seamless transition from bid stage to project delivery, maintaining procurement continuity, supplier engagement and governance throughout mobilisation.
- Leading cross-functional sourcing teams through tendering, evaluation, negotiation and contract award processes to secure the best combination of quality, value and programme certainty.
- Driving compliance with Balfour Beatty procurement policies, delegated authorities, internal governance processes and framework agreements.
- Managing category and supply chain performance across the portfolio, leveraging market intelligence and spend analysis to identify opportunities for savings, efficiencies and added value.
- Leading commercial negotiations, supplier relationship management and procurement risk mitigation, acting as the escalation point for key supply chain challenges.
- Producing accurate portfolio reporting, providing insight into cost, savings, supplier performance, risk, compliance, capacity and programme delivery.
- Coaching and developing procurement team members, promoting best practice, knowledge sharing and continuous improvement across the Regional Buildings and wider UK Construction Services Procurement teams.
- Supporting wider business objectives by providing cover for fellow Procurement Managers and the Head of Procurement when required.

Who we're looking for
There is a requirement for the individual to obtain and maintain appropriate security clearance to operate on UK defence programmes. The candidate must be a UK National. Ensure all procurement activity and supply chain engagement complies with:
- Defence security and information assurance requirements
- Balfour Beatty governance, policies and ethical standards
- Contractual and legal obligations
Essential
- Proven procurement management experience within the construction, infrastructure or MEP sectors, with responsibility for major projects or programmes.
- Demonstrated experience managing complex supply chains, subcontractors and key suppliers across large-scale projects.
- Strong strategic sourcing, supplier relationship management, negotiation and procurement risk management capabilities.
- Ability to operate effectively within secure, regulated or highly governed project environments.
- Strong commercial acumen with the ability to balance cost, risk, quality and programme requirements when making procurement decisions.
- Practical experience working with NEC contracts and ensuring relevant contractual obligations are effectively flowed down through the supply chain.
- Proven ability to lead, motivate and develop teams, driving high performance and collaborative working relationships.
- Excellent stakeholder management and communication skills, with the confidence to influence at all levels of the business.
Desirable
- Experience delivering procurement activities on defence, nuclear or other high-security projects.
- MCIPS qualified, equivalent professional qualification, or actively working towards accreditation.
- Knowledge of contract law, collaborative contracting approaches and alliance-style commercial models.
- Experience supporting projects through the full lifecycle, from bid and pre-construction through to delivery and close-out.
