Sea Global are delighted to be partnering with a leading organisation within the rail and transport sector to recruit a Procurement Manager into their growing procurement function.

This is an exciting opportunity to join a business where procurement plays a key role in supporting the safe, reliable and efficient operation of the railway.

The successful candidate will take ownership of end-to-end procurement activity across goods, works and services, delivering strong commercial outcomes while ensuring compliance with a highly regulated environment.

  • Lead end-to-end procurement activity, including market engagement, tendering, evaluation, negotiation, contract award, and mobilisation.
  • Develop and implement category and sourcing strategies aligned with business priorities, operational requirements, and safety considerations.
  • Lead complex and high-value procurements, ensuring appropriate governance, approvals, and documentation are in place.
  • Negotiate commercial and contractual terms to deliver optimum value and manage risk effectively.
  • Identify and manage supplier and supply chain risks and lead supplier due diligence and market engagement.
  • Support contract mobilisation and work closely with Contract Management teams to ensure effective supplier performance.
  • Utilise spend analysis, procurement data, and reporting to identify opportunities and support strategic decision-making.

Experience & Requirements

  • MCIPS qualified, working towards qualification, or equivalent professional experience.
  • Proven experience delivering the full procurement lifecycle, from market engagement and tendering through to negotiation, contract award, and mobilisation.
  • Strong commercial acumen, including experience with contract drafting, commercial analysis, cost modelling, and value-for-money assessment.
  • Experience working within a regulated, technical, or operational environment, ideally rail, transport, infrastructure, or engineering.
