Procurement Manager

Kent | Up to £51,500 + Bonus & Wider Benefits | Permanent | Hybrid Working

Cedar is partnering with a public sector organisation in Kent to recruit a Procurement Manager on a permanent basis. The role offers a salary of up to £51,500 and a competitive benefits package, with hybrid working - three days per week on-site.

You will lead end-to-end procurement activity, with a strong focus on Asset Management and Estates, while supporting wider business functions. Working closely with internal stakeholders, you will develop procurement strategies, manage complex tender processes and ensure compliance with public procurement legislation, delivering value for money and strong commercial outcomes.

Key Responsibilities

  • Leading complex procurement exercises from planning and specification development through to evaluation, negotiation and contract award.
  • Developing and implementing category strategies to drive savings, innovation and social value.
  • Advising stakeholders on procurement legislation, commercial risks and appropriate procurement routes.
  • Drafting and reviewing contracts, including JCT forms, service level agreements and internal terms and conditions.
  • Delivering procurement training and guidance to colleagues, promoting best practice and regulatory compliance.
  • Maintaining procurement pipelines, contract registers and accurate records to support governance and audit requirements.

Essential Requirements

  • Proven experience delivering end-to-end public sector procurement.
  • Strong knowledge of the Procurement Act 2023 including completed PA23 training.
  • Experience managing complex tenders, developing category strategies and drafting contracts.
  • Strong stakeholder management, negotiation and communication skills, with the ability to influence colleagues across multiple functions.
  • Experience providing procurement advice, training and guidance to non-procurement professionals.
