Procurement Manager – EPC Construction Subcontracting Contracts

About the Company

Our client is a well-established international engineering and infrastructure organisation delivering large-scale capital projects across multiple regions. The Role

We are seeking an experienced Procurement Manager to lead the procurement and commercial management of EPC construction subcontracting packages on complex infrastructure projects. This role will be responsible for developing procurement strategies, managing tender processes, negotiating major contracts, and ensuring effective subcontractor performance throughout project execution.

Working closely with project delivery, engineering, legal, and international procurement teams, the successful candidate will play a key role in driving commercial value, mitigating risk, and supporting successful project outcomes.

Responsibilities

  • Manage the full procurement lifecycle for EPC construction subcontracting works from sourcing through to contract award and execution.
  • Lead tendering activities, bid evaluations, commercial assessments, and contract negotiations.
  • Develop and maintain strong relationships with subcontractors, suppliers, and key internal stakeholders.
  • Monitor subcontractor performance, ensuring contractual compliance, quality standards, schedule adherence, and commercial accountability.
  • Procure outsourced goods and services required to support project delivery.
  • Collaborate with project management, engineering, legal, and commercial teams to align procurement activity with project objectives.
  • Support negotiations with subcontractors and suppliers while coordinating closely with international procurement teams.
  • Maintain accurate procurement records, reporting, contract documentation, and cost-control metrics.
  • Conduct market analysis and supplier capability assessments to optimise sourcing strategies and drive value.
  • Identify, assess, and mitigate commercial and contractual risks throughout the procurement process.
  • Support audits and ensure compliance with corporate governance requirements, procurement policies, and industry best practice.

Essential Qualifications

  • Minimum 7 years' experience within procurement for large-scale EPC projects.
  • Proven track record managing procurement activities for construction subcontracting packages.
  • Strong understanding of procurement regulations, contract law, and commercial risk management.
  • Extensive experience administering and negotiating standard forms of contract including FIDIC, NEC, BIMCO, and similar frameworks.
  • Demonstrated success in vendor management, tendering, and contract negotiations.
  • Experience evaluating bids and implementing supplier qualification processes.
  • Strong understanding of construction schedules, project controls, quality assurance, and cost management.
  • Excellent stakeholder engagement, communication, and influencing skills.
  • Proficiency with procurement systems and Microsoft Office applications.
  • Bachelor's degree in Engineering, Supply Chain, Business Administration, or a related discipline.

Nice to Have

  • Experience within international and multicultural project environments.
  • Understanding of regional construction regulations and labour legislation.
  • Professional certification such as CIPS, CPSM, PMP, or equivalent.
  • Ability to interpret complex engineering specifications and commercial requirements.
  • Experience developing subcontractor risk assessment and mitigation strategies.
