Job Title: Procurement Officer

Salary: Competitive and dependent on experience
Location: Levenshulme HO
Contract: Permanent / Full time

About the Role

The Procurement Officer is responsible for sourcing, purchasing, and managing materials, plant, equipment, and services required to support the successful delivery of works across the IES Group. The role will ensure materials and services are procured in a cost-effective, compliant, and timely manner while maintaining strong supplier relationships and supporting operational teams to meet project objectives.

The Procurement Officer will work closely with Project Managers, Site Teams, Commercial, and Finance departments to ensure all procurement activities align with business requirements and project delivery schedules.

Key Responsibilities

Procurement & Supply Chain Management

  • Source materials, plant, equipment, and subcontract services in line with project and operational requirements.
  • Obtain and evaluate quotations from suppliers and subcontractors.
  • Negotiate pricing, delivery terms, and service agreements to achieve best value for the business.
  • Raise purchase orders and ensure procurement records are maintained accurately.
  • Monitor supplier performance, quality, reliability, and delivery times.
  • Develop and maintain effective relationships with existing and new suppliers.
  • Support the identification of alternative suppliers to improve resilience and competitiveness within the supply chain.

Operational Support

  • Work closely with operational teams to understand project requirements and procurement demands.
  • Ensure materials and equipment are ordered and delivered to site in accordance with project programmes.
  • Resolve supply chain issues and shortages to minimize disruption to operations.
  • Assist project teams in planning procurement activities for upcoming works.
  • Provide regular updates to management regarding procurement activities and potential risks.

Cost Control and Compliance

  • Support budget management by securing competitive rates and challenging unnecessary expenditure.
  • Monitor market conditions and pricing trends to identify cost-saving opportunities.
  • Ensure procurement activities comply with company policies and procedures.
  • Maintain accurate procurement documentation and supplier records.
  • Support supplier audits and compliance checks where required.

Stakeholder Management

  • Liaise with suppliers, subcontractors, and internal stakeholders to ensure effective communication.
  • Build strong working relationships across all business functions.
  • Support finance teams with invoice queries and purchase order reconciliation.
  • Escalate procurement risks and issues to management when necessary.

Key Performance Indicators (KPIs)

  • On-time delivery of materials and services.
  • Procurement savings achieved against budget.
  • Supplier performance and service levels.
  • Accuracy of purchase orders and procurement records.
  • Reduction of supply chain disruptions.
  • Compliance with procurement policies and procedures.

Skills, Knowledge, and Experience

Essential:

  • Previous experience in a Procurement Officer, Buyer, or Supply Chain role.
  • Strong negotiation and supplier management skills.
  • Experience obtaining quotations and managing purchase orders.
  • Good understanding of procurement processes and supply chain management.
  • Strong organizational and planning skills.
  • Proficient in Microsoft Office applications, particularly Excel.
  • Experience of Construct IT system would be beneficial.
  • Ability to work effectively within a fast-paced operational environment.
  • Strong communication and stakeholder management skills.

Desirable:

  • Experience within Utilities, Civils, Construction, or Infrastructure sectors.
  • Knowledge of plant hire and construction materials procurement.
  • Experience using procurement or ERP systems.
  • CIPS qualification or working towards CIPS accreditation.
