This role offers the opportunity for hybrid working - some time on campus and some from home.
About The Role
Procure higher-value, equipment, services and minor works (From £50,000 upwards, and where applicable above the current UK Threshold of £214,904 inc. VAT per contract), achieving customer or project objectives, saving money, mitigating associated risks and complying with legal regulations and contractual conditions. Procurement Officers will be supported by a Category Manager for line management but will work across all procurement categories.
The role plays an important role in embedding Responsible Procurement standards within the goods, services and works bought from suppliers to help the University achieve its goals.
- Achieve best value (contributing to service savings targets where applicable) from the capital, research or revenue acquisitions you procure.
- Work predominately on projects or acquisitions over a contract value of £50,000 (the role will also lead on above threshold procurement where applicable).
- With Category Manager support, plan, write and organise procurement strategies, undertake pre-market engagement and tendering procedures.
- Review, moderate and quality-assure specifications, scoring supplier bids and formal supplier correspondence. Advise and help University colleagues to achieve their procurement requirements.
- Support the Category Managers on assigned sub-categories of expenditure. Apply processes, systems and policies effectively. Explain these approaches to others.
- Ensure compliance with institutional and legal regulations.
- Become the subject-expert for assigned sub-processes.
- Develop, improve and apply procurement doctrine (such as policy, strategy, procedures, guidance, training, templates, marketing and forms) at a departmental or corporate level.
- Achieve your assigned sustainability/social value and annual savings target.
- Analyse information and data, present observations and options, and recommend conclusions to your internal customers and manager. Use your analysis to influence and improve procurement activity, policy and strategy. Prepare simple business cases, cost-benefit comparisons and whole-life costings. Use spreadsheets to analyse and present findings.
- Build and enhance effective working relationships and networks that obtain the most value for internal customers and the University. Understand your customers and stakeholders, service or spend categories. Influence decision making processes to ensure your customers and the University achieve their aims. Represent Procurement Services and the University at external events.
- Be responsible for relationships with suppliers, clients and external bodies to implement procurement contracts or arrangements that maximise value for the University, its goals and performance targets. As part of your supplier relationship management, monitor suppliers’ and contracts' performance and pricing.
- Proactively develop simple practical solutions to the colleges and services' procurement and supply requirements.
- Support or lead (as directed) University-wide initiatives to generate cash savings and efficiencies.
- Participate in cross-functional working groups on multi-departmental projects.
- Lead and/or support on change projects within the department as directed/delegated. Proactively improve services and delivery in your area of responsibility. Look at the full scope of opportunities and apply flexibility to develop outcomes for new and existing services.
