Procurement Pricing & Bids Manager

Location: Glenrothes - Hybrid with 3 days a week on site.
Salary: £60,000 - £65,000
Benefits: Medical, 5% Discretionary Bonus & Car Allowance 5k
Clearance: Baseline and then SC
Start date: Q3-Q4

Our client, a prominent player in the defence and security sector, is seeking a Procurement Pricing & Bids Manager to join their supply chain management team in Glenrothes. This is a permanent role with a hybrid working arrangement, requiring three days on site per week.

Key Responsibilities:

  • Lead the Pricing & Bid team in the preparation, coordination, and submission of procurement bids, tenders, and proposals.
  • Coordinate cross-functional teams to gather technical, commercial, and financial information.
  • Manage bid timelines, deliverables, and approval processes.
  • Ensure adherence to governance requirements.
  • Develop pricing models and cost structures for bids and procurement opportunities.
  • Evaluate supplier pricing, market trends, and competitor intelligence.
  • Recommend pricing strategies that balance competitiveness and profitability.
  • Collaborate with procurement teams to identify cost-saving opportunities.

Job Requirements:

  • Experience in procurement, bid management, and pricing within the defence sector.
  • Proven experience developing pricing strategies and cost models for complex bids, tenders, and proposals.
  • Strong working knowledge of U.S. Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
  • Experience preparing compliant cost proposals, pricing narratives, and supporting documentation for government customers.
  • Familiarity with cost-reimbursable, fixed-price, time-and-materials, and hybrid contract types.
  • Experience supporting audits and reviews conducted by government agencies, customers, or regulatory bodies.
  • Demonstrated success managing cross-functional bid teams and delivering proposals within tight deadlines.
  • Experience using ERP systems, procurement platforms, pricing tools, and advanced Excel-based financial models.

Desirable Skills:

  • Professional certifications such as MCIPS, BA, MBA, NCMA, or equivalent.
  • Understanding of cost accounting principles, indirect rate structures, and government-compliant pricing methodologies.
