What’s the Role?
We are seeking an experienced Licensing Counsel, Enterprise Data & Index to join Bloomberg’s Legal & Compliance Department in London.
In this role, you will be a key legal partner to Bloomberg’s Enterprise Data and Index businesses, working closely with Product, Sales and other stakeholders on sophisticated commercial and licensing matters. You will draft and negotiate agreements for Bloomberg’s data, index and technology products and services globally, bringing strong product knowledge and commercial judgment to help teams structure and close complex transactions.
You will advise the business on legal and commercial risk, balancing Bloomberg’s strategic sales and revenue objectives with the need to protect the company’s interests. As our products and technologies evolve, you will also help address emerging issues involving data, intellectual property, regulation and technologies such as generative and agentic AI.
You will additionally oversee and support members of Bloomberg’s Negotiations team, who serve as a first point of escalation for customer inquiries relating to Bloomberg’s commercial agreements.
Based in Bloomberg’s London office, this is an opportunity to operate at the intersection of law, technology, data and financial markets, helping shape complex transactions and providing strategic advice across some of Bloomberg’s core businesses.

We’ll Trust You To
- Lead complex commercial negotiations, drafting and negotiating customer and vendor agreements across a broad range of data, index, technology and related products and services.
- Serve as a trusted legal adviser to Product, Sales and Business teams on sophisticated licensing structures, commercial arrangements and strategic transactions.
- Identify and manage emerging legal risks as Bloomberg’s products and technologies evolve, including issues arising from generative AI, agentic AI and other developing technologies, and translate those risks into practical, commercially workable solutions.
- Partner across Legal, Compliance and Risk on matters involving intellectual property, privacy, data security, regulatory requirements and other issues relevant to Bloomberg’s businesses.
- Develop scalable approaches to legal risk, working with Compliance, Risk and business stakeholders to create tools, frameworks and processes that enable teams to operate efficiently and consistently.
- Stay ahead of legal and regulatory developments affecting Bloomberg’s technology, AI, data, index and financial products, and assess their practical implications for the business.
- Support and develop colleagues, overseeing the work of Negotiations team members and providing training, mentorship and guidance on complex contractual and commercial issues.
- Exercise sound commercial judgment, helping stakeholders navigate competing legal, operational and commercial considerations and reach well-reasoned decisions.
You’ll Need To Have
- A JD and active membership in the New York Bar or qualification as a solicitor in England and Wales, or equivalent qualification in another relevant jurisdiction.
- 7+ years of relevant legal experience, including substantial experience with commercial licensing transactions gained at a leading law firm and/or in-house at a technology, fintech, financial services or data-driven business.
- Significant experience drafting, negotiating and advising on sophisticated commercial and licensing agreements, including the ability to lead complex negotiations independently.
- Strong knowledge of commercial contracts and intellectual property, together with an understanding of the legal and regulatory considerations relevant to data, technology and financial markets.
- Excellent written and verbal communication skills, with the ability to distil complex legal issues into clear, actionable advice for business, product, sales and technology stakeholders.
- Strong commercial judgment and the ability to balance legal risk with business objectives.
- A collaborative approach and the ability to build credibility and influence across functions and levels of seniority.
- A practical, solutions-oriented mindset, with the ability to manage multiple priorities and make sound decisions in a fast-paced environment.

We’d Love To See
- Experience advising businesses in the financial services, financial data, technology or fintech sectors, with a strong understanding of the commercial and regulatory environment in which they operate.
- Experience negotiating index licensing arrangements and familiarity with the commercial and intellectual property considerations associated with index products.
- Experience negotiating with governmental, regulatory or quasi-governmental organisations in EMEA.
- A track record of providing clear, commercially focused legal advice under pressure, particularly in connection with complex or high-value transactions.
- Experience translating evolving legal and regulatory requirements into practical guidance for business, product and technology teams.
- An interest in using technology, data and process improvement to increase the efficiency, consistency and scalability of legal support and knowledge sharing.
- Strong organisational and project-management skills, with excellent attention to detail and follow-through.
- Experience overseeing, mentoring or developing other lawyers, negotiators or legal professionals.
- Familiarity with legal issues arising from AI, data use and emerging technologies, particularly in the context of commercial licensing and financial information products.
