Role overview:

Product Governance Framework Oversight

Maintain and enhance a robust product governance framework, ensuring compliance with FCA PROD rules for product design, approval and review. Provide Product Governance oversight, challenge and evidential review across the full product lifecycle, including new product approval, implementation and launch readiness, distribution strategy oversight, in-life monitoring, product change, annual product review, fair value assessment, closed book oversight, withdrawal and post-withdrawal close-out. Assess the completeness, quality and sufficiency of evidence supporting Product Governance decisions.

Fair Value Assessments (FVA) & Consumer Duty Compliance

Assess and challenge whether products continue to deliver fair value, escalating concerns where appropriate and ensuring fair value assessments are appropriately evidenced in line with FCA PROD 4 requirements. Use appropriate MI and KPIs to monitor ongoing customer outcomes and identify risks early. Identify issues, recommend actions, track agreed actions and escalate overdue or ineffective where product or value concerns are identified.

Product Monitoring & Customer Outcomes

Regularly analyse key performance indicators to identify potential customer detriment. Represent the voice of the customer through constructive challenge across product-related changes and business initiatives

Documentation & Policy Governance

Provide Product Governance oversight and challenge of outcome-critical customer documentation changes, including policy wording governance where relevant, to ensure changes are appropriately evidenced, assessed for customer understanding and escalated through the agreed governance route where required.

Stakeholder Engagement & Regulatory Guidance

Act as the Product Governance subject matter expert, applying strong knowledge of FCA PROD, Consumer Duty and ICOBS requirements and working with Compliance on regulatory interpretation, advice and challenge where appropriate. Provide pragmatic regulatory guidance to cross-functional teams including Product, Underwriting, Risk, and Compliance.

Support alignment between product manufacturing (AICL / Hastings), as per FCA expectations for manufacturers and distributors.

Job details:

  • Product governance, product lifecycle oversight or regulated insurance product experience.
  • Creating & maintaining product documentation
  • Product assessments & reviews
  • Understanding distribution chain impacts on product value
  • Strong ability to interpret MI and identify emerging risks relating to fair value and customer outcomes.
  • Able to influence stakeholders at all levels and embed a culture of strong governance.
  • Skilled in managing competing priorities with a hands‑on approach.

Essential skills/experience:

  • Oversee the development, application, and continuous improvement of a robust product governance framework covering new products, product changes, and ongoing oversight.
  • Assess whether product governance submissions are supported by sufficient, appropriate and timely evidence, including clear rationale, data limitations, customer outcome assessment, fair value assessment, challenge, actions, owners, due dates and closure evidence.
  • Oversee and coordinate Annual Product Reviews and Fair Value Assessments, providing governance oversight, constructive challenge and evidential review to confirm that conclusions are supported by sufficient, appropriate and timely evidence.
  • Monitor product MI and customer outcome indicators to identify emerging risks, recommend appropriate mitigation and escalate concerns where required.
  • Represent the voice of the customer in product forums and provide constructive challenge to ensure product decisions appropriately consider Consumer Duty outcomes. Identify, assess and challenge foreseeable harms and ensure appropriate mitigations, ownership and escalation are documented.
  • Oversight/challenge of outcome-critical documentation (e.g., policy wordings, NTP, IPID) ensuring regulatory clarity and accuracy.
  • Apply strong working knowledge of PROD, ICOBS, Consumer Duty and Pricing Practices requirements to support and challenge compliance across the product lifecycle, working with Compliance on regulatory interpretation, advice and challenge where required.
