HMRC is made up of Customer Groups which are working independently towards one common goal. Our role sits within HMRC’s Chief Digital & Information Office (CDIO) Group that deliver in-house solutions for a broad range of technical and operational issues. Our digital delivery centres are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.
Job Description
A Product manager is responsible for facilitating a product team to build and release digital products or features. Product managers understand the business goals, the user needs for the service, and the different options for how to build and scope the digital product according to those needs. Product managers at HMRC can make use of multiple learning and development opportunities to develop their product management skills if joining at entry level. Product managers at HMRC follow the government Digital and Data (GDaD) capability framework and career paths.
This is an exciting opportunity to join HMRC’s CDIO Chief Digital Product Office (CDPO) within the Digital Communications Services Team, which manages HMRC’s email and mobile messaging digital communication channels and services.
You will play a key role in maintaining these communication services and facilitating enhancements and innovation. In a time of significant transformation, you will be part of a fast-paced, high-profile team, working on complex and impactful digital services.

You Will
- Maintain and deliver service enhancements for HMRC's email and mobile messaging communication channels and services.
- Define the scope of key features and enhancements.
- Engage stakeholders to gain buy-in for the product vision and roadmap.
- Work with multidisciplinary teams, across the department, other Government Departments and suppliers, to ensure contractual activities are aligned with the service needs.
- Gather user insights and feedback on the products and services features, so that they can be iterated and improved.
- Work with user researchers to shape research activities to test the concepts behind service enhancements, and/or test their usability.
- Own and maintain a backlog of 'user stories' for the service and prioritise the order in which they will be built and released to users. These should be in line with the goals of the product set by the organisation.
- Work with the Leads in your area to understand different options for how a product or digital service might be developed, and the high-level financial case for the options.
- Work with designers and researchers in your area to ensure the products and services are suitably adapted to meet accessibility standards.
- Actively participate in, and contribute to, the Product Manager Community, this could be through taking part in community initiatives, running sessions or talks, or through other activities which support other product managers.

Essential Criteria
- Proven experience of leading large-scale or complex digital products or services, including establishing effective governance and delivery oversight.
- Experience of managing supplier contracts and ensuring performance and delivery are aligned with organisational and service objectives.
- Experienced in managing financial budgets.
- Proven ability to identify service problems or improvement opportunities, using evidence and working with stakeholders to find effective solutions.
- Demonstrable experience in building and maintaining strong stakeholder relationships, negotiating positive outcomes on challenging issues.
- Experienced in leading and developing teams to deliver agreed outcomes and organisational priorities.

Salary and Benefits
Alongside your salary of £58,541, HM Revenue and Customs contributes £16,959 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
HMRC operates both Flexible and Hybrid Working policies, allowing you to balance your work and personal commitments. We welcome applications from those who need to work a more flexible arrangement and will agree to requests where possible, considering our operational and customer service needs.
We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

Selection process details
How To Apply
As part of the application process, you will be asked to provide the following:
- A name-blind CV for your past 5 roles, with a maximum of 250 words per role. Employment history to include job title, employer, dates, responsibilities and key achievements, for each role. Applications exceeding the word limit for any role will not be progressed.
- A 750-word Personal Statement, describing how your skills and experience would make you suitable for the role, and how you meet the Essential Criteria and Person Specification.
Sift
In the event of a large number of applications being received, an initial sift may be held on your CV.
At full sift, your CV and your Personal Statement, will be assessed, with the successful candidates being invited to interview.
We may also raise the score required at any stage of the process if we receive a high number of applications.
Interview
During the panel interview, you will be asked experience-based questions which will reflect the key responsibilities and essential criteria outlined in the advert.
When answering you will be required to provide a specific instance from your career which demonstrates the experience in question. You would be advised prepare specific examples from you career in advance.
You will be advised to apply the STAR (Situation, Task, Action, Result) technique when delivering examples. You would be encouraged to prepare demonstratable examples of your experience ahead of the interview to ensure meaningfulness and completeness.
The interview will be 45 minutes in duration and will be held by a 3-person panel.
