About Unity Business Services

Unity Business Services sits within HMRC’s People and Places Group and provides critical human resources, recruitment, finance, payroll and procurement services to colleagues in HMRC and partner departments.

The Product Manager role sits within Unity Business Services and will support the implementation and continuous improvement of shared services products and platforms across HR, Finance and Procurement.

Our current focus is supporting the Unity Programme, which will introduce shared services technologies and processes to support HMRC and partner departments. As a Product Manager, you will help shape how enterprise products are owned, improved and delivered, ensuring decisions are grounded in user needs, business value and operational readiness.

You will work across SAP and related enterprise platforms, strengthening product practice, building capability across product owners and multidisciplinary teams, and using evidence, insight and performance data to drive continuous improvement.

Job Description

The Product Manager will translate organisational priorities, user needs, technical constraints and operational requirements into clear product outcomes, roadmaps and delivery priorities.

Working with functional leads, product teams, delivery partners and operational stakeholders, you will manage dependencies, resolve trade-offs and support delivery across the product lifecycle.

Your Responsibilities Include

  • Lead products through discovery, delivery, live running and continuous improvement, ensuring decisions remain focused on user needs, business value and operational readiness.
  • Define, own and communicate product vision, strategy and roadmaps across HR, Finance and Procurement products.
  • Own product prioritisation and backlog direction, using data, user insight, service performance and stakeholder input to guide sequencing and delivery focus.
  • Work with multidisciplinary teams and delivery partners to manage dependencies, resolve blockers and deliver outcomes.
  • Influence senior stakeholders and governance forums, ensuring product decisions, risks, dependencies and trade-offs are clearly understood and agreed.
  • Coach and develop product owners and product colleagues, setting standards and building capability across teams.

Essential Criteria

  • Experience leading digital products or services through multiple lifecycle phases in a complex environment.
  • Ability to define product strategy and translate organisational objectives, user needs and technical constraints into clear roadmaps and delivery priorities.
  • Understanding of ServiceNow/SAP-enabled products and services, including how platform capabilities, processes and integrations support organisational outcomes.
  • Experience making prioritisation, roadmap and backlog decisions using evidence-based trade-offs.
  • Excellent communication and influencing skills, with the ability to build trust, manage senior stakeholder relationships and support effective decision-making.

Desirable Criteria

  • Experience working in a government, public sector, regulated or large enterprise environment.
  • Experience working with Qualtrics, Signavio or comparable enterprise platforms supporting user insight, business process improvement and service optimisation.
  • Experience working with Concur or similar expense, travel or finance-related products.
  • Knowledge of Government Digital and Data standards, service assessments or related delivery frameworks.
  • Experience contributing to business cases, benefits realisation or value-for-money decisions.
