Location: Gatwick – 2 days office attendance required

The Role

The MASLO project (Modernising Aviation Services: Licensing and Oversight) is the CAA’s flagship digital transformation project under the Customer Experience and Modernisation programme. The MASLO project aims to revolutionise how customers interact with our licensing services, improve customer and colleague experience, retire legacy platforms and enhance data and insight. Now two years into this multi-year programme, we have successfully delivered the first two releases of 3 new solutions built in-house and have an ambitious roadmap ahead.

Reporting to the Senior Product Owner (MASLO), the Product Owner is responsible for one of these core platforms underpinning the personnel licensing service. They are responsible for executing the product strategy set out by the Senior Product Owner, translating it into a clear, prioritised backlog and working closely with their squad to deliver iteratively. They are accountable for ensuring the platform meets user needs, supports operational outcomes, and aligns with GDS principles.

The Product Owner champions user-centred design, continuous improvement, and evidence-based decision making. They engage actively with key stakeholder groups and work collaboratively across the CAA and industry partners to ensure the product evolves in line with operational requirements, user feedback, and organisational priorities.

Core Accountabilities

The Product Owner serves as the business representative and customer proxy, directing multidisciplinary teams as required to deliver change activity.

Product Ownership & Backlog Management

  • Be the expert and champion for your product
  • Own and manage the product backlog, ensuring alignment with strategic goals and user needs
  • Define, refine, and prioritise user stories so they are clear, testable, and value-driven
  • Make day-to-day decisions on scope, priorities, and trade-offs
  • Ensure the team builds the right things in the right order
  • Translate licensing processes and business needs into product requirements
  • Take part in testing activities and sign off releases
  • Ensure delivery aligns with wider service and operational goals
  • Provide product input into broader change initiatives
  • Collaborate with other Product Owners and the Senior Product Owner to ensure alignment across the service

  • Set clear direction and maintain alignment to the product vision
  • Lead sprint planning and demos, and actively participate in all agile ceremonies
  • Support the team by answering product queries and removing blockers

Decision-Making & Accountability

  • Empowered to make day to day product decisions around the design, function and delivery of the product.
  • Approve designs and deliverables produced by the team
  • Ensure delivery aligns with agreed priorities, expected outcomes, and service standards

User-Centred Design & Insight

  • Collaborate with User Researcher and Senior Product Owner to agree user research plans
  • Collaborate with user researchers and business analysts to gather and apply insights
  • Ensure services are evidence-based, accessible, and aligned to user needs
  • Champion Government Digital Service (GDS) standards and best practice

Stakeholder Engagement & Communication

  • Build and maintain strong relationships with internal and external stakeholders
  • Facilitate regular engagement to gather feedback and communicate progress
  • Manage expectations and balance competing demands
  • Respond to stakeholder queries and provide internal user support
  • Monitor and manage customer feedback

About You

Essential

  • Experience in a Product Owner, Product Manager or similar role within digital delivery
  • Experience working in agile multidisciplinary teams and applying Agile principles.
  • Comfortable collaborating with technical teams and translating technical concepts into business-friendly language
  • Experience in backlog management, prioritisation, and making trade-offs based on value, scope, time, cost, and quality
  • Ability to define, adapt, and refine product scope based on new insights, user needs, and changing priorities
  • Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue
  • Experience securing buy in from stakeholders for roadmaps, project plans, and rollout plans
  • A passion for championing customer experience and delivering service transformation
  • A strong decision maker who can work with ambiguity and competing agendas
  • A collaborative approach and the ability to quickly forge trust with key stakeholders
  • A strong eye for detail, upholding the quality of the end product
  • Knowledge of developing customer facing services to achieve improved user experience.
  • A fast and committed learner.
  • Experience of working within the software development lifecycle.
  • Experience participating in user research and leveraging insights to create or inform a user journey.
  • Ability to translate user needs into deliverable outcomes
  • Strong communication skills, with the ability to explain product decisions, impacts and priorities to a range of audiences.
  • Research and analytical skills to assess user feedback and integrate insights into product development
  • Understanding of and experience working with GDS principles

Desirable

  • Experience working in a regulated, safety-critical or assurance-based environment.
  • Experience working with web applications or D365
  • Understanding of GDS assessments
  • Certification in agile or product management may be advantageous

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
