Program Delivery Director - Telecommunications

Based in UK with ability to travel to customer site as needed and work from the Hayes office as required

Telecommunications Industry

This role is within the telecommunications sector, delivering for one of the business's largest and most complex accounts in that space.

The account operates under telecoms-specific regulation, including GDPR, NIS2 and Ofcom requirements. Non-compliance carries regulatory as well as commercial consequences.

Outages, data incidents or resilience failures affect business-critical, often nationally significant infrastructure, with consequences that reach well beyond a single customer relationship.

Solutions must interoperate cleanly across the wider telecoms ecosystem and industry-standard integration frameworks.

Role Purpose

Leads end-to-end delivery for one of the business's largest and most complex telecommunications accounts, and is accountable for program outcomes, governance, financial performance and stakeholder relationships.

Provides technical oversight of cloud, private cloud infrastructure and migration delivery, keeping every solution aligned to architecture, security and regulatory requirements.

Owns resilience and continuity planning for business-critical systems, including availability, downtime mitigation and recovery.

Program Leadership

Sets program strategy and delivery approach across interdependent projects, including infrastructure, migration and cloud transformation.

Owns delivery across the full lifecycle, from initiation through migration, operational transition and closure.

Directs integrated program and project plans, sequencing delivery across private cloud environments.

Oversees the retirement of legacy platforms, reducing technical debt and clearing the way for next-generation services.

Builds regulatory compliance, resilience and business continuity into every plan alongside the technology outcomes.

Governance & Control

Runs complex enterprise governance framework: Program Board, SteerCo, escalation paths and investment oversight interfacing up to CxO level.

Enforces PMO standards, including RAID management, stage gates, reporting cadence and financial control.

Improves governance processes over time and shares good practice across the business.

Builds risk, cybersecurity, data protection and regulatory compliance into every governance control.

Stakeholder & Customer Management

Acts as the main point of contact for executive customer stakeholders, including the CIO, CTO and Senior leadership team.

Manages strategic suppliers and telecommunications partnerships, directing customer migrations to next-generation cloud services.

Delivers clear, joined-up communication to senior stakeholders, and resolves conflicts across multiple parties.

Keeps customer, delivery teams, vendors and internal leadership aligned, so decisions support the business rather than disrupt it.

Financial & Commercial Management

Owns program financial performance, including revenue, margin, forecasting and cost control, understands 3rd party spend and external influences on Program financials

Leads commercial governance across supplier partnerships, including agreements, statements of work, contract negotiations and commercial approvals.

Runs commercial optimisation, bids, RFP responses and vendor selection to secure measurable business benefit.

Brings extensive financial understanding, with the ability to build and interrogate complex financial models covering revenue, margin, forecasting and cost.

Risk, Issue & Escalation Management

Owns identification, assessment and mitigation of program-level risks and issues.

Escalates risk and issues through structured governance forums and drives corrective action.

Manages risk relating to operational resilience, system availability, data privacy, cybersecurity and regulatory compliance.

Quality & Assurance

Leads program-level quality reviews, audits and assurance activity.

Validates project quality plans and drives consistent delivery methodology across all projects.

Builds regulatory compliance checks, cybersecurity controls and industry interoperability standards into assurance activity.

Ensures delivery sits within frameworks set out within the MSA and captured within SCN contracts critical to the Account.

People Leadership & Resource Management

Leads multi-disciplinary program, project and technical teams, spanning transition, architecture, engineering, operations and business change.

Allocates and manages shared resources across the portfolio and defines clear roles and responsibilities (RACI).

Builds program and project management capability, and drives a high-performance, accountable delivery culture.

Required Experience

Telecommunications-sector expert who has directly led complex enterprise-level programs for a major telecoms operator or communications provider

15+ years leading directly complex programs for large enterprise customers, including Transition & Transformation (T&T) programs worth more than £5m within an account portfolio worth more than £30m.

Strong knowledge of private cloud data centre consolidation, migrations, private cloud platforms and enterprise infrastructure

Strong commercial experience, including building commercial frameworks and leading contract negotiations.

Extensive financial understanding, including complex financial modelling.

Proven experience leading strategic enterprise customer relationships at executive and Board level.

In-depth knowledge of telecoms regulatory frameworks, for example GDPR, NIS2 and Ofcom, and industry interoperability standards.

Excellent leadership, communication and negotiation skills, with experience leading organisational change and Target Operating Model implementation.

Qualifications

Bachelor's degree or equivalent experience preferred

PMP or PGmP certification preferred

Compensation

Our compensation reflects the cost of labor across several geographic markets. The compensation range for this position ranges from £107,223.00/year in our lowest geographic market up to £142,964.00/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Your recruiter can share more about the specific salary range for your preferred location during the hiring process. The compensation package may also include incentive compensation opportunities in the form of annual bonus or incentives, equity awards and an Employee Stock Purchase Plan (ESPP).
