Programme Lead - Target Operating Model
5-month initial contract - £850 p/d (Inside IR35) – London (Up to 2/3x a week onsite) – Active Security Clearance needed – Public Sector
Our public sector client is looking for a Programme Lead on an initial 5-month contract to play a key role in the design of a future operating model within their organisation. Our client is looking for an individual who will bring strong operating model and organisation design experience, with experience working within large-scale environments (500+ full-time employees).
The Programme Lead will have strong experience in capability and operating model design and will be responsible for determining which capabilities should be common/standardised across the organisation and which should be tailored to specific cohorts or business areas. They will also map and optimise end-to-end journeys and design appropriate governance structures, decision rights and accountability frameworks.

Key Skills:
- Significant experience in operating model design, organisation design, or large-scale transformation.
- Proven experience designing operating models across functions of 500+ FTE.
- Strong capability in defining and structuring organisational capabilities.
- Experience designing end-to-end processes/journeys and governance models.
- A strong understanding of decision rights, accountability, and organisational governance.
- Excellent stakeholder management and influencing skills, with the credibility to engage senior leadership.
- Experience working in complex, highly matrixed organisations.
- The ability to translate ambiguity and competing stakeholder requirements into a clear, coherent operating model.
- Strong analytical, facilitation, and communication skills.
- Public sector experience is highly desirable.
