About the Opportunity
We are seeking an experienced PMO Lead to support a new organisation through an important period of set-up and mobilisation.
Reporting to the Head of Programme Delivery, you will operate across hands-on project delivery, PMO service provision and programme governance. You will lead discrete projects and complex workstreams while helping to establish and continuously improve proportionate governance, reporting, controls and delivery frameworks.
This is an excellent opportunity for a proactive and highly organised project delivery professional who is comfortable working in a fast-paced, evolving environment and can balance immediate delivery requirements with the development of effective PMO disciplines.
Key Responsibilities
- Lead discrete projects and complex workstreams from initiation through to closure.
- Support business leads and operational PMO managers in establishing projects and programmes for successful delivery.
- Establish and maintain delivery standards, methodologies, templates, controls and ways of working.
- Support the development and evolution of the PM Delivery Framework.
- Develop and maintain project plans, milestones, dependencies, risks, issues and benefits.
- Proactively manage project and programme risks and issues, providing recommendations to support effective decision-making.
- Establish and maintain effective monitoring, reporting and governance processes.
- Translate complex project and programme information into clear, concise and actionable insight for senior stakeholders.
- Design, implement and continuously improve programme and portfolio governance arrangements.
- Ensure governance is proportionate, outcome-focused and enables timely decision-making.
- Coordinate cross-functional inputs across finance, commercial and operational stakeholders.
- Build strong relationships with stakeholders across the organisation.
- Adapt project management approaches and controls to suit organisational maturity and delivery needs.
- Identify opportunities to improve delivery effectiveness, governance and PMO capability.

Essential Experience
You will need to demonstrate:
- Significant experience delivering complex and/or high-risk projects or programmes within agreed time, cost and quality constraints.
- Strong practical experience across the full project lifecycle, from initiation and planning through to delivery and closure.
- Experience establishing or improving PMO frameworks, standards, controls, processes and ways of working.
- Ability to tailor project management methodologies and governance to different organisational environments.
- Strong risk and issue management skills, including the ability to assess risks, make informed decisions and influence risk management strategy.
- Proven experience managing dependencies and turning delivery information into meaningful management insight.
- Strong programme and portfolio governance experience.
- Excellent stakeholder management skills and the confidence to engage with senior leadership.
- Strong written and verbal communication skills.
- A proactive, solutions-focused approach to delivery and stakeholder challenges.
- Ability to work autonomously in an environment of ambiguity, change and competing priorities.
- Flexibility to move between hands-on project delivery, PMO activity and programme-level governance.

Desirable Experience
Experience of working within:
- New or rapidly developing organisations undergoing mobilisation or transformation.
- Public sector, government or government-sponsored environments.
- Complex cross-functional programmes involving finance, commercial and operational stakeholders.
- Environments where new PMO frameworks and governance structures need to be developed and implemented.
Professional Qualifications
Candidates should hold, or be working towards, a recognised project management qualification such as PRINCE2 Practitioner, MSP Practitioner, Agile Project Management Practitioner, APM Practitioner Qualification, APM Chartered Project Professional (ChPP), or the Civil Service Project Leadership Programme.
The Ideal Candidate
We are looking for a confident, adaptable and delivery-focused PMO professional who can combine strong project leadership, robust governance and strategic stakeholder management.
You will be comfortable taking ownership, working with senior stakeholders, navigating ambiguity and competing priorities, and adapting your approach to meet the needs of a developing organisation.
