Programme Manager (Service Systems) - Public Sector Organisation
We're looking for a Programme Manager (Service Systems) for a public sector organisation based in Surrey (remote/hybrid available) on a contract basis, paying up to £700 per day inside IR35.
About the Role
This is a hybrid role with remote working available and some attendance in Surrey as required.
The successful Programme Manager (Service Systems) will lead the planning, coordination, and delivery of service systems transition activity within an assigned thematic area of a major Local Government Reorganisation programme. You'll work across services, IT and data teams, suppliers, and programme stakeholders to assess, prioritise, and transition systems in a controlled way, ready for Vesting Day. You'll coordinate matrix teams of SMEs, business analysts, and technical specialists, manage risks and dependencies, and provide robust reporting and assurance to programme leadership.

Key Responsibilities
- Leading complex, multi-stakeholder transition or transformation programmes at pace
- Building and maintaining transition plans, implementation roadmaps, and milestone tracking
- RAID and dependency management, including escalation of risks, issues, and blockers
- Producing governance papers, assurance packs, and progress reports for boards and programme forums
- Coordinating matrix delivery teams across services, IT, suppliers, and SMEs
- Managing competing priorities and navigating ambiguity to deliver agreed outcomes

Required Experience
- Practical exposure to system readiness assessments and prioritisation across a large portfolio
- Financial monitoring of transition and implementation activity
- Stakeholder engagement and communication planning
Beneficial Experience
- Experience delivering within a public sector or local government environment
