Role Description
We are seeking an experienced Consultant Programme Manager to lead three connected workstreams for a healthcare client: Lung Health, Digestive Health and Primary Care. Reporting to the Programme Lead, you will own governance, reporting and assurance across the portfolio, keep delivery on track and make sure the client meets its [2026/27] national reporting commitments. This is a senior role for someone who can take ownership straight away and quickly earn the confidence of clinical, operational and partner colleagues.

Key Responsibilities
- Programme Delivery: Lead delivery across the three workstreams, track all priority projects from Q1 [2026/27], scope new projects and agree corrective action where delivery slips.
- National Reporting: Lead the local early detection plan sections of the [2026/27] national report, delivering a clear, evidence-based submission on time.
- Governance: Embed PMO governance, run bi-monthly Programme Delivery Group meetings, and make sure every project has a PID with clear KPIs and a closure report.
- Performance and Risk: Own the monthly dashboard and risk register, and work with analysts to test and interpret data that informs decisions.
- Stakeholder Engagement: Represent the programme at local authority public health meetings and regional screening boards, and build strong relationships with primary care networks and GP practices.
- Leadership: Deputise for the Programme Lead, coach project managers, and complete a structured mobilisation and handover.

The Ideal Candidate
- Programme Leadership: Substantial experience leading complex, multi-organisation programmes in healthcare or the public sector.
- Consultancy Delivery: A track record in interim or consultancy roles, mobilising quickly and managing competing priorities.
- Reporting and Assurance: Experience reporting to national bodies, running governance forums and managing risk.
- Analytical Thinking: Confidence challenging data and turning complex information into clear reports for senior audiences.
- Leadership Presence: The ability to influence senior colleagues without direct authority and challenge constructively.
Qualifications and Requirements
Essential:
- Master's degree or equivalent experience
- MSP, PRINCE2 or APM qualification
- Strong Excel and Power BI skills
- Excellent written and verbal communication
Desirable:
- Experience of screening or early detection programmes
- Lung or digestive health pathways
- Primary care networks
