LGR Programme Manager
We're looking for an LGR Programme Manager for a leading Government Administration organisation, based in Surrey (remote/hybrid), on an initial 9 month contract basis, paying up to £500 per day inside IR35.
This is a hybrid role with some remote working available and attendance in Surrey as required.
About the Role
The successful LGR Programme Manager will lead the planning, coordination and delivery of service systems transition activity within an assigned theme as part of a Local Government Reorganisation (LGR) programme. You'll coordinate service leads, SMEs, business analysts, technical specialists and suppliers to assess, prioritise and transition systems in a controlled way, ready for Vesting Day. You'll own the plans, governance and reporting for your area, driving progress against milestones and resolving issues and blockers.

Key Responsibilities
- Lead complex, high-profile transformation or transition programmes across multiple stakeholder groups
- Coordinate matrix teams of service reps, SMEs, business analysts and suppliers without direct line management
- Build and maintain transition roadmaps, delivery schedules and milestone tracking
- RAID and dependency management, including escalation of risks, issues and blockers
- Produce governance papers, assurance packs and progress reports for boards and programme forums
- Work at pace, managing competing priorities and navigating ambiguity

- Practical exposure to systems readiness assessments and implementation planning
- Stakeholder engagement and communication planning
- Supporting financial management of transition activity, including cost identification and monitoring
Preferred Qualifications
- Local Government Reorganisation (LGR) experience would be a strong advantage
- A recognised programme or project management qualification (such as MSP or PRINCE2) is highly desirable
