Role Title: Programme Manager
Reporting to: Head of DAO Change and Portfolio Management
Role Purpose
Data & Analytics Office (DAO) is focused on:
- Strengthening data management, governance, quality and regulatory compliance.
- Building a data-led culture through training and development.
- Building sustainable data capabilities to improve customer/colleague experience, revenue, capital optimisation, risk management and cost efficiency.
The Programme Manager will lead a team of Project Managers, Business Analysts and contingent project resources across multiple locations, while also being responsible for execution of a key data-related programme.
Key Responsibilities
- Own programme delivery execution, including oversight of the product development roadmap and adoption plans.
- Define programme delivery strategy across multiple capabilities, projects and workstreams.
- Build stakeholder buy-in around plans, commitments and changes.
- Own programme reporting, governance and benefits realisation / OKR management.
- Lead Project Managers, Scrum Masters and PMOs across global delivery.
- Ensure delivery against budget, benefits, schedule and scope.
- Partner with Product and SMEs for annual planning and forecasting.
- Manage intake and assessment of new change requirements, including scope and budget.
- Lead stakeholder discussions around delivery strategy, scope, capabilities and budget.
- Own resource planning and oversee pricing and detailed budgets.
- Act as an escalation point for risks, issues and dependencies.
- Manage scope and change-control processes and identify solutions with stakeholders.
- Manage negotiations and service-agreement monitoring for third-party contracts.
- Use tools such as JIRA and Confluence for delivery dashboards and reporting.
- Monitor financial health, deliverables and KPIs / OKRs.
- Work with other Programme Managers and the Programme Office to evolve delivery-management practices.
- Establish controls, procedures and quality-assurance processes aligned with the Change Framework and Risk & Controls Framework.
- Manage and mentor Project Management / Scrum team members, including performance management, coaching and workload balancing.

Specific Technical / Domain Requirements
Programme leadership & change management: Governance, scope, benefits, RAID/dependencies, stage gates and audit-ready documentation.
Platform & data migration: Proven experience with platform and data migration programmes, including SAS.
Experience with option analysis, target-state design, roadmaps, large-scale/big-data migrations, environment readiness, testing, parallel runs, cutover and back-out planning.
SAS migration: Understanding of migration dependencies, remediation planning, data lineage, reconciliation and post-migration assurance.

Stakeholder & adoption management: Ability to work across business, engineering, operations, risk/security and vendors.
Financial services: Experience delivering change within regulated financial institutions.
Programme management: 8+ years of programme management / delivery leadership experience across complex, global, multi-workstream programmes.
Leadership: Experience leading global teams across multiple locations and cultures within a matrix organisation.
Agile: Experience with Agile methodologies in programme/product development; Agile certifications such as SAFe are advantageous.
Communication: Strong written, verbal and presentation skills, including engagement with senior stakeholders through to analysts.
Language: Proficient spoken and written English.
