Job Description

Program Scope: Strategic, large-scale technology program delivering regulated public-sector platforms and infrastructure.
Experience Range: 18-23 Years
Tech Stack Knowledge: Backend - Java, Front end - Angular, React,.Net, Azure

Role Overview

We are seeking a seasoned UK-based Program Manager to take full end-to-end ownership of a significant, high-visibility technology program supporting the UK government. This initiative involves substantial business and technical complexity, tight regulatory parameters, and deep cross-team dependencies. You will provide strong program leadership, strategic governance, rigorous execution oversight, and senior stakeholder management to ensure compliance, quality, and timely delivery.

Key Responsibilities

  • End-to-End Program Ownership: Direct the overarching planning, strategy, and execution of a major UK public-sector technology initiative from inception through deployment and operational handover.
  • Governance & Regulatory Compliance: Enforce rigorous program governance, standards, and reporting mechanisms compliant with government standards, framework agreements, and data privacy regulations.
  • Stakeholder & Relationship Management: Serve as the primary delivery leadership interface for internal executives, government clients, external delivery partners, and key UK regulatory stakeholders.
  • Dependency & Critical Path Mapping: Oversee multi-team integration schedules, tracking critical path deliverables across software engineering, cloud infrastructure, security, and operations groups.
  • Risk, Quality & Escalation Management: Build comprehensive risk management protocols and serve as the single point of escalation for high-impact technical, operational, or commercial delivery blocks.

Required Qualifications & Experience

  • 18+ years of proven Program Management experience taking direct ownership of large-scale technology programs (not project coordination).
  • Expertise in government delivery frameworks, public procurement standards, and stringent security/compliance environments (e.g., ISO27001, Cyber Essentials Plus, GDPR) preferred.
  • Deep proficiency in program management methodologies (Agile at scale, SAFe, Hybrid) and modern tooling (Jira Align, Confluence, MS Project/SmartSheet).
  • Exceptional executive communication skills with demonstrated experience managing public-sector client stakeholders and steering committees.
  • Strong background in multi-supplier governance, vendor management, and large-budget delivery control.
