The purpose of this role is to manage the delivery of programs and projects, ensuring effective stakeholder engagement, budget reporting, and partnership management with third-party contributors. Additionally, the role involves executing business strategy for assigned programs, underwriting business within authorised limits, evaluating risks, and contributing to a profitable portfolio by gaining industry knowledge and expertise in specific lines of business.

The Opportunity

QBE Europe is recruiting for an experienced Program Manager to lead a significant multi-year Claims Transformation Programme.

This role will be responsible for the delivery of the Claims Cloud Transformation Programme, a multi-year initiative that will migrate our UK and European Claims operations onto a new Cloud platform. The programme will modernise our claims ecosystem, simplify technology landscapes, improve operational efficiency, enhance customer outcomes and establish the foundation for future cloud-enabled claims capabilities.

Reporting to the Head of Change Delivery, Claims & Operations, the successful candidate will be accountable for establishing, maintaining and driving delivery of the end-to-end programme roadmap across a 5+ year delivery horizon. The role will lead multiple workstream leads, delivery partners, technology suppliers and business stakeholders to achieve agreed business outcomes while ensuring alignment with enterprise, regional and global strategic objectives.

This is a highly visible leadership role requiring exceptional programme management, communication and stakeholder engagement skills. The successful candidate will create clarity and alignment across a complex delivery landscape by developing compelling plans, executive-level communications, delivery reporting and options analyses that enable timely and effective decision-making. This is a unique opportunity to lead a business-critical transformation programme that will shape the future operating model for Claims across the UK and Europe

Duties And Responsibilities

Programme Strategy & Leadership

  • Define and maintain the overall Claims Cloud Transformation roadmap, delivery strategy and implementation approach.
  • Lead the end-to-end programme and delivery teams to achieve agreed business outcomes, benefits and strategic objectives.
  • Establish and maintain programme governance, delivery controls and decision-making forums, in accordance with our transformation governance framework
  • Ensure the programme remains aligned to business strategy, technology strategy and enterprise architecture.
  • Drive clarity and alignment across a complex network of stakeholders, suppliers and delivery teams.
  • Lead through influence within a matrix environment spanning business, technology, operations and external partners.

  • Develop integrated multi-year programme plans covering business, technology, data, migration, testing, change and operational readiness activities.
  • Drive delivery execution across multiple concurrent workstreams and releases.
  • Identify, manage and coordinate critical dependencies, milestones, risks and issues.
  • Ensure delivery plans are realistic, transparent and outcome-focused.
  • Establish mechanisms to track progress, manage performance and proactively address delivery challenges.
  • Drive successful migration of UK and European claims operations aligned to our technical reference architecture.

Stakeholder Engagement & Communication

  • Build strong partnerships with senior business leaders and serve as a trusted advisor throughout programme delivery.
  • Facilitate alignment between cross- region / division/ supplier teams.
  • Create executive-quality presentations, one-page summaries, status updates and steering committee materials.
  • Frame complex challenges through structured problem statements, options assessments and recommendation papers.

Supplier & Vendor Management

  • Lead and coordinate multiple strategic delivery partners and suppliers.
  • Ensure external partners remain aligned to programme objectives, timelines and quality expectations.
  • Manage commercial delivery performance, commitments and outcomes.
  • Build collaborative relationships across internal and external delivery teams.

Governance, Risk & Decision Making

  • Establish programme governance frameworks, reporting and assurance processes.
  • Provide transparent reporting on programme health, milestones, risks, issues and financial performance.
  • Drive timely decisions through effective escalation and executive engagement.
  • Lead risk and dependency management across business and technology domains.
  • Ensure compliance with QBE change governance, technology standards and regulatory requirements.

About You

Required:

  • Extensive experience leading large-scale, complex transformation al migration programmes, ideally involving Guidewire products, otherwise enterprise platform replacement.
  • Proven experience managing programmes lasting multiple years and spanning multiple business and technology domains.
  • Strong experience delivering large-scale systems implementation and migration programmes.
  • Demonstrated success leading programmes with significant budgets and multiple suppliers.
  • Exceptional programme planning, governance and execution capabilities.
  • Outstanding communication and presentation skills with the ability to simplify complex information for senior audiences.
  • Proven ability to create compelling delivery plans, executive briefings, one-pagers and decision papers.
  • Strong stakeholder management skills across executive, operational and technical audiences.
  • Demonstrated ability to build alignment across geographically dispersed teams and multiple business functions.
  • Experience navigating ambiguity and driving clarity in highly complex delivery environments.
  • Strong risk, dependency and financial management capabilities.
  • Ability to influence without authority and lead in matrix environments.

Desirable:

  • Experience delivering claims platform migrations or equivalent core platform transformation programmes.
  • Insurance industry experience, particularly within Claims.
  • Experience delivering large-scale claims transformation or claims modernisation initiatives including data migration .
  • Experience leading complex technology migrations across multiple countries or regions.
  • Knowledge of cloud transformation, data migration and enterprise integration programmes.
  • Familiarity with operational readiness, service introduction and transition-to-run activities.
  • Experience working within global delivery models involving onshore and offshore suppliers.
