Role Title: Programme Delivery Manager
Location: Sheffield
Duration: Until 29/03/2027
Pay Rate: £482 per day all inc. (PAYE through Umbrella)
Hybrid: 3 days onsite/week
Sector: Banking, Financial services, Insurance, or Regulated sectors.
Role Overview
We are seeking an experienced and highly motivated Programme Manager to lead the delivery of complex, large-scale strategic programmes across a dynamic and regulated enterprise environment.
This role will be responsible for overseeing multiple interconnected projects, ensuring alignment with business objectives, managing key stakeholder relationships, and driving successful programme outcomes from initiation through to completion.
The successful candidate will have a proven track record of delivering transformational change programmes, ideally within the financial services sector, where governance, regulatory compliance, risk management, and operational resilience are critical to success.
Key Responsibilities
- Lead the end-to-end delivery of strategic programmes, ensuring objectives, timelines, budgets, and benefits are successfully achieved.
- Develop and maintain comprehensive programme plans, roadmaps, and delivery schedules.
- Coordinate multiple workstreams and project teams to ensure alignment and effective execution across the programme lifecycle.
- Establish and maintain robust governance frameworks, ensuring appropriate reporting, escalation, and decision-making processes.
- Manage programme budgets, forecasts, resource allocation, and financial controls.
- Identify, assess, and mitigate programme risks, issues, dependencies, and change impacts.
- Build strong relationships with senior stakeholders, business leaders, technology teams, and third-party suppliers.
- Drive programme reporting and provide regular updates to executive leadership and steering committees.
- Ensure programme delivery adheres to internal controls, regulatory requirements, and organisational standards.
- Support business readiness activities, including communications, training, operational transition, and benefits realisation.
- Promote continuous improvement and best practice programme management methodologies across the organisation.
- Facilitate strategic decision-making by providing insight into programme performance, risks, and opportunities.

Required Skills and Experience
- Significant experience delivering complex programmes within large enterprise environments.
- Proven ability to manage multiple projects and workstreams simultaneously while maintaining delivery quality and control.
- Strong understanding of programme and project management methodologies, including Agile, Waterfall, and hybrid delivery approaches.
- Excellent stakeholder management skills with the ability to influence and engage at executive level.
- Strong financial management capabilities, including budget planning, forecasting, and cost control.
- Demonstrable experience managing programme governance, risk management, and regulatory oversight.
- Experience leading cross-functional teams across business and technology domains.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication and presentation skills, both written and verbal.
- Proficient in project and programme management tools such as Jira, Confluence, Microsoft Project, Azure DevOps, and the Microsoft Office suite.

Desirable Experience
- Previous experience within banking, financial services, insurance, or other highly regulated sectors.
- Experience delivering digital transformation, operational resilience, risk, regulatory, technology, data, or infrastructure programmes.
- Knowledge of regulatory frameworks and governance requirements applicable to financial institutions.
- Professional certifications such as MSP, PRINCE2, PMP, Agile Practitioner, SAFe, or equivalent.
