Program Manager – Delivery Transformation Office (DTO)
HBS Projects Operations
Position Summary
The DTO Program Manager drives operational excellence, business transformation, strategic initiatives, and support digital enablement across the HBS Projects organization. While the role is reporting into the HBS Project organization, the work will involve collaborating and deploying initiatives across HBS business (Projects and Services). Change management is the core aspect of this role.
This role focuses on improving project delivery performance, governance compliance, project management skillsets capabilities, and scalable operating models by leveraging data analytics, process optimization, and continuous improvement methodologies. You will partner with Project Managers, Project Management Leaders (PMLs), Regional Operations teams, Finance, Engineering, Sourcing, and Project Controls organizations to improve predictability, productivity, quality, and customer outcomes.
Key Responsibilities Include:

Change Control Board: The HBS Projects Change Control Board (CCB) is the formal governance body responsible for reviewing, assessing, prioritizing, and overseeing business processes, system, and transformation changes across the HBS organization. Its purpose is to ensure that changes are implemented with appropriate governance, risk management, stakeholder alignment, and business value realization. One of the foremost priorities will be to re-launch the CCB and implement this strategically across the business. Support implementation of operating model improvements that enhance project delivery performance and scalability.

Project Delivery Transformation: Support Global project as required as a ‘Special Ops’ task force. Drive root cause problem solving, process standardization, and compliance to GDM on projects. Support backlog revenue execution MOS.

Policies and Procedures: Support development and deployment of Policies and procedures across HBS Projects business in collaboration with required functions such as Project Controls, Controllership, and Business operations leadership.

Voice of Customer: Establish a sound VoC process with external customers to drive high NPS, and CSAT scores aligned with the AOP.

Digital Transformation: Partner with IT, Digital & Analytics team, Business Operations teams to support development and deployment of initiatives across HBS business.

Project Management Capability Development: Support PM capability assessments and maturity improvement programs. Assist with readiness evaluations and project-tier alignment. Develop and deploy training to address capability gaps.

Stakeholder Management: Work closely with Operations, Finance, Engineering, Sourcing, IT, and Project Management organizations. Influence stakeholders to drive adoption of new processes and ways of working. Communicate transformation progress, risks, and opportunities to leadership.

Organization Communication: Own the organization communication process within HBS Projects organization. Ensure timely, and accurate communication to desired recipients. Maintain contact database.
Required Qualifications
- Bachelor’s degree in engineering, Business, Operations Management, Project Management, or related field.
- Experience in project operations, project management, transformation, PMO, or operational excellence environments and leading cross functional initiatives.
- Strong analytical and problem-solving skills.
- Experience leading and driving change management at scale.
- Knowledge of project lifecycle management and governance frameworks.
- Knowledge of CORA PPM, SAP, Power BI, and enterprise project management tools.
- Strong communication and stakeholder management capabilities.

Preferred Qualifications
- PMP, Lean Six Sigma, Agile, or related certifications.
- Experience with project controls, forecasting, EAC, risk management, and PMR processes.
- Experience in building automation, construction, engineering, or large-scale project delivery environments.
