We are seeking a full-time Program Manager of Marine Acoustics to lead the continued growth of our marine acoustics program. INSPIRE is an integrated team of skilled marine environmental scientists and analysts trained to interpret and contextualize data about the ocean environment. Our team works together to apply rigorous science to inform complex offshore development decisions, developing targeted, innovative tools for data collection and interpretation. Our projects are diverse in scope and complexity and may take place anywhere around the world.
We are looking for someone who combines a strong technical foundation in underwater acoustics with the leadership, commercial judgment, and consulting skills needed to expand an established and growing capability. The ideal candidate enjoys developing teams and technical capabilities, working with clients and industry partners, identifying opportunities, developing solutions, winning work, and building long term relationships.
The Role
As Program Manager of Marine Acoustics, you will have a leadership role in the continued growth of INSPIRE's marine acoustics program. Working closely with the Vice President of Strategic Growth and Vice President of Science and Technical Delivery, you will help expand the team, capabilities, partnerships, resources, and business pipeline needed to meet increasing client demand.
You will work with the Vice President of Strategic Growth to expand the business across existing and new clients and markets, uncover opportunities, strengthen strategic relationships and teaming arrangements, position INSPIRE for upcoming work, and develop a strong pipeline.
Working with the Vice President of Science and Technical Delivery, you will help expand the team and technical and operational capabilities needed to support a growing portfolio of work. You will anticipate staffing and capability needs, access resources across INSPIRE and the Venterra Group, develop external technical relationships, and recommend investments in recruiting, technical resources, software and modeling tools, equipment, partnerships, and other resources needed to support growth.

You will remain actively connected to clients and project delivery, providing technical leadership and contributing directly where appropriate. The successful candidate will combine technical expertise with commercial and consulting judgment to understand client needs, shape effective solutions, assemble the right teams, and help grow a successful marine acoustics consulting program.
Essential Functions
Program Leadership and Development
- Work with the Vice President of Strategic Growth and Vice President of Science and Technical Delivery to guide the continued growth of INSPIRE's marine acoustics program.
- Expand the team and capabilities by anticipating staffing and resource needs and accessing expertise across INSPIRE, the Venterra Group, and external partners.
- Recommend recruiting, training, specialist support, software, modeling tools, equipment, data resources, and other investments needed to support growth and efficient delivery.
Business Development
- Work closely with the Vice President of Strategic Growth to grow a strong pipeline by strengthening existing relationships and developing new clients, markets, teaming relationships, and opportunities.
- Proactively position INSPIRE for upcoming work and lead or contribute to capture planning, scopes, pricing, proposals, presentations, and client interviews.
- Represent INSPIRE with clients and at relevant industry and technical forums, identifying emerging opportunities and bringing market intelligence back to the broader team.
Technical and Project Delivery
- Work closely with the Vice President of Science and Technical Delivery to strengthen the people, processes, and technical resources needed to support a growing portfolio of marine acoustics work.
- Provide technical leadership and oversee project delivery, including resourcing, budgets, schedules, deliverables, quality, technical review, and client communications.
- Perform technical work as appropriate and assemble multidisciplinary resources across INSPIRE, the Venterra Group, and external partners to deliver projects efficiently and strengthen program capabilities.
About You
We are looking for someone who combines a strong technical foundation in underwater acoustics with the leadership, commercial judgment, and consulting skills needed to expand an established and growing program. We are looking for someone with:
Required Education and Experience
- Bachelor's degree or higher in acoustics, oceanography, physics, engineering, environmental science, or another relevant scientific or technical field; advanced degree preferred.
- Approximately 8–12 years of relevant professional experience in environmental, scientific, or engineering consulting.
- Demonstrated experience leading marine acoustics technical consulting projects and multidisciplinary teams.
- Experience growing a technical team, service line, program, or consulting capability.
- Demonstrated success in business development, including client development, pipeline development, proposals, and winning work.
- Experience assessing staffing, technical capability, and resource needs to support growth.
- Experience working with clients in offshore energy, marine construction, subsea infrastructure, environmental assessment, or related industries.
- Strong written, verbal, presentation, and interpersonal communication skills.

Preferred Qualifications
Experience in several of the following would be particularly valuable:
- Offshore wind and/or other offshore renewable energy industries.
- Marine construction and installation activities.
- Subsea infrastructure and emerging ocean industries.
- Geophysical, geotechnical, and other site investigation sound sources.
- Far-field sound propagation modeling, such as ray tracing, normal mode, or PE models.
- Marine mammal, protected species, fisheries, and/or sensitive habitat impact assessment.
- Regulatory and permitting processes for underwater noise in the United States, United Kingdom, Europe, Canada, or other international markets.
- Underwater noise mitigation strategies, including source reduction, operational mitigation, noise abatement systems, monitoring-based mitigation, and adaptive management.
- Developing or introducing new technical services or capabilities to clients.
- Speaking or presenting at industry conferences and client forums.
