We are seeking an experienced Programme Manager to join a growing PMO team and lead the successful delivery of large-scale public sector, infrastructure, estates, and construction programmes.

This is an excellent opportunity for a programme professional who thrives in complex environments and enjoys overseeing multiple projects, engaging with senior stakeholders, and driving programme performance through strong governance, reporting, and delivery management.

The Role

As Programme Manager, you will take ownership of a portfolio of projects, ensuring programmes are delivered to agreed scope, budget, quality, and timescales. Working closely with senior leadership, clients, contractors, and delivery teams, you will play a critical role in ensuring successful outcomes across complex estates and infrastructure programmes.

Key Responsibilities

  • Lead and oversee the delivery of multiple projects within a wider programme framework.
  • Ensure programmes are delivered against agreed objectives, budgets, schedules, and quality standards.
  • Embed and maintain effective programme governance, reporting, and risk management processes.
  • Build strong relationships with public sector clients, government agencies, contractors, consultants, and internal stakeholders.
  • Manage programme-level risks, issues, dependencies, and change controls.
  • Work collaboratively with PMO and project teams to ensure efficient resource allocation and prioritisation.
  • Monitor programme performance, reporting on key milestones and KPIs to senior stakeholders.
  • Drive continuous improvement across programme delivery, governance, and reporting practices.
  • Support strategic decision-making through accurate programme analysis, forecasting, and performance reporting.

About You

You will be an experienced Programme Manager with a strong track record of delivering complex infrastructure, estates, construction, or transformation programmes.

Essential Experience

  • Significant programme or senior project management experience within public sector, infrastructure, construction, estates, or related environments.
  • Experience managing multiple projects and workstreams within a programme structure.
  • Strong knowledge of programme governance, reporting frameworks, and risk management processes.
  • Excellent stakeholder management skills with the ability to influence and build relationships at all levels.
  • Strong commercial awareness and the ability to balance quality, cost, risk, and programme objectives.
  • Excellent communication, organisational, and problem-solving skills.
  • Ability to work independently, take ownership, and deliver results in a fast-paced environment.

Desirable Experience

  • Knowledge of the construction industry and the RIBA Plan of Work stages.
  • Understanding of public sector procurement and delivery models.
  • Experience with NEC4 contracts or similar contract management frameworks.
  • Experience working on government estates, capital investment, lifecycle replacement, or operational transformation programmes.
  • Proficiency in Smartsheet, Power BI, Excel, or similar programme management and reporting tools.
  • PMO, Programme Controls, or Portfolio Management experience.
