Programme Test Manager
💰 £450/day (Inside IR35) 📍 Manchester/Edinburgh (2/3 days in office per week) – Dublin/London approximately once per month, or as agreed with the client
📅 12 month Contract
Our client is looking for an experienced Programme Test Manager to lead end-to-end testing for a major protection insurance transformation and migration programme across the UK and Ireland. The programme involves the implementation and customisation of a new Policy Administration System and migration of approximately 280,000 in-force policies. You will provide programme-wide test leadership, governance and assurance across multiple workstreams, vendors and locations.
The Role
- Own and maintain the programme-wide Test Strategy across all delivery streams.
- Develop and govern the Integrated Master Test Plan covering platform delivery, customisation, migration, business testing, releases and cutover.
- Lead and quality-assure Test Managers and Test Leads across multiple vendors and locations, including offshore teams.
- Establish common testing standards, quality gates, entry/exit criteria, metrics and reporting.
- Provide programme-level assurance across system, integration, E2E, migration, regression, UAT, non-functional and operational readiness testing.
- Lead data migration testing, including reconciliation, transformation validation, exception management, dress rehearsals and production verification.
- Establish cross-vendor defect governance and end-to-end traceability from requirements through testing and acceptance.
- Coordinate test environments and test data, ensuring appropriate security and compliance controls.
- Provide executive reporting covering test coverage, defect health, dependencies, residual risk and release readiness.
- Make evidence-based go/no-go and quality-gate recommendations and drive recovery actions where testing is delayed or fragmented.

Essential Skills & Experience
- Extensive experience as a Programme Test Manager on large-scale transformation and migration programmes.
- Strong experience managing testing across multiple workstreams, vendors, locations and offshore teams.
- Significant Policy Administration System (PAS) experience within:
- Life Insurance
- Protection
- Pensions
- Annuities
- Long-Term Savings
- Strong data migration testing experience, including reconciliation, transformation validation, exception analysis and rehearsals.
- Proven ability to develop Test Strategies, Integrated Test Plans, quality gates and programme-level governance.
- Strong defect management, MI and executive reporting capabilities.
- Experience governing UAT, business acceptance, operational readiness, major releases, cutover and production assurance.
- Excellent senior stakeholder management, including Programme Directors, CIOs, Steering Committees and senior business leaders.
- Experience within regulated UK or Irish Financial Services.
- Strong audit, traceability and evidence-management discipline.
- Experience with Jira, Confluence, Azure DevOps or equivalent tools.

Desirable
- Testing experience across both UK and Irish regulated entities.
- Knowledge of commission, finance, actuarial, valuation or general-ledger testing.
- Experience with SaaS-based Policy Administration Platforms.
- CI/CD, test automation and shift-left experience.
- Experience recovering or stabilising fragmented testing environments.
- ISTQB Advanced Test Manager or equivalent certification.
