DESCRIPTION & REQUIREMENTS
On behalf of Network Rail, we are looking for a Programme Commercial Manager for a 12-month hybrid contract based out of Kings Cross or Waterloo London or alternatively York.
The successful candidate will have a requirement of 3 office working days per week and the remaining will be working from home.

As a Programme Commercial Manager, your main responsibilities will be:
- Oversee Network Rail's Digital Signalling Portfolio.
- Lead commercial activity for onboard fitment programmes.
- Manage rolling stock supplier engagement and bespoke contract arrangements.
- Drive projects through governance approvals into delivery.
- Provide commercial leadership in complex, evolving programmes with no defined roadmap.
- Own cost reporting and commercial performance tracking.
- Lead and develop a team of 9 commercial professionals.
- Build strong relationships with industry partners and delivery stakeholders.
- Support programme decision-making through commercial expertise and strategic insight.
- Ensure successful commercial outcomes across a large-scale digital transformation portfolio.
Essential:
- Proven track record delivering complex, high-value procurements in regulated environments (PA23, PCR, UCR).
- Strong expertise in pre-award procurement and post-contract commercial management.
- Experience leading large-scale portfolios, programmes and commercial functions.
- Deep understanding of public sector governance, assurance and investment controls.
- Proven ability to manage complex commercial and contractual environments.
- Skilled at driving major business and industry change programmes.
- Strong stakeholder management skills with the ability to secure senior-level buy-in.
- Experienced in leading, developing and motivating high-performing teams.
- Excellent influencing, communication and presentation skills.
- Strong understanding of business ethics, conflicts of interest and information governance.

Desirable:
- Experience within the UK rail or wider transport industry.
- Strong knowledge of railway commercial environments and contractual relationships.
- Experience procuring or contracting rolling stock modifications.
- Experience delivering onboard ETCS programmes.
- Understanding of the UK rail regulatory framework, Network Code and Network Change process.
- Knowledge of rail industry business models across passenger, freight, operations and infrastructure sectors.
- Experience working with bespoke and complex contract forms.
- Digital signalling experience beneficial but not essential.
Please be aware that this role can only be worked within the UK and not Overseas.
Please note that Network Rail has a maximum 90-minute commute policy for all staff to the specified location for this role.
