Programme Delivery Manager (P3M / Government / Digital / Transformation

£775pd - £825pd Inside IR35

Remote - 1-2 days onsite

Programme Delivery Manager required - this two-year programme is designed to support places with some of the key digital and data foundations and the products and services needed to deliver their priorities, whilst helping central and local government work together more effectively. We are looking for an experienced programme manager to shape and lead the delivery of this programme.

You will:

  • Lead and oversee the delivery of complex programmes, ensuring alignment with organisational strategy, operating models, and business value targets.
  • Maintain programme roadmaps and plans that feed into broader portfolio planning and investment decisions.
  • Monitor and manage programme performance against planned benefits and return on investment targets.
  • Manage programme level risks, dependencies, and resource allocation in line with governance frameworks.
  • Act as a key point of contact for programme delivery matters, engaging with senior stakeholders to ensure alignment with business goals and customer needs.
  • Coach and develop project and delivery managers, promoting agile best practice and building a strong delivery community.
  • Establish and maintain effective governance, assurance, and performance reporting frameworks.

Skills and experience required: You will have:

  • Proven experience leading complex programmes or portfolios, delivering strategic outcomes in government departments (lead criteria).
  • Proven experience of onboarding team members and growing a high-performing team.
  • Effective programme leadership skills, with the ability to manage risks, dependencies, budgets, resources, and benefits realisation.
  • Experience translating strategic objectives into clear delivery plans, roadmaps, and measurable outcomes.
  • Excellent stakeholder management skills, with the ability to influence senior leaders, ViPs, and balance competing priorities.
  • Experience leading, coaching, and developing high-performing delivery and project management teams.
  • Knowledge of Agile and other delivery methodologies, with the ability to embed best practice across teams and programmes.

  • MSP Advanced Practitioner,
  • P3O Practitioner,
  • APM Chartered Project Professional,

  • APM Project Management Qualification (PMQ),
  • Managing Projects and Leading Workstreams,
  • Agile Delivery Management Foundation & Practitioner
