Programme Design Manager (Housing Assets & Investment)
Are you passionate about using data, insight and strategic thinking to shape investment in homes and communities? Do you enjoy turning complex information into practical programmes that deliver real improvements for customers?
We're looking for a Programme Design Manager to lead the development of Cornwall Housing's planned maintenance and asset investment programmes. This is an exciting opportunity to influence how millions of pounds are prioritised and invested across our housing stock, helping ensure homes remain safe, compliant and fit for the future.
About the role
You'll combine asset management knowledge, programme leadership and data-driven decision-making to turn long-term investment priorities into deliverable programmes that make a real difference for residents. Working closely with colleagues, contractors and stakeholders, you'll help shape investment decisions, improve services and support better outcomes for our communities.
Using asset data, stock condition information and business insight, you'll develop planned maintenance and investment programmes that support long-term asset performance and value for money.
In this role you will:
- Develop and design planned maintenance and investment programmes
- Turn asset strategies into deliverable programmes of work
- Use data and insight to support investment decisions and programme prioritisation
- Lead programme governance, monitoring and reporting
- Work with contractors and stakeholders to develop programme specifications and delivery plans
- Support commercial planning and procurement activities
- Lead resident engagement activity across planned investment programmes
- Produce reports and management information for senior stakeholders
- Drive continuous improvement and programme performance
- Lead and develop a team delivering programme support, sustainability and resident-focused services

About you
To be successful, you'll have:
- Experience managing planned maintenance, capital investment or asset improvement programmes
- Experience developing programmes informed by asset data, stock condition information or business priorities
- Experience translating strategic objectives into deliverable programmes of work
- Experience monitoring budgets, forecasting expenditure and supporting investment decisions
- Experience leading and developing teams
- Experience working with contractors, procurement processes and key stakeholders
- Strong analytical skills and experience using asset, performance or financial data to support decision-making and investment planning.
- Strong organisational, communication and reporting skills
- Knowledge of asset management principles, planned maintenance and long-term investment planning
- Experience within social housing will be highly advantageous

Our offer to you
- Salary: £45,312 per year
- Working Hours: 37 hours per week
- Contract Type: Permanent
- Base: Hybrid working - working from office, home, site and in the community as needed. Your base will be our main office in Chy Trevail, Bodmin, PL31 2FR. This role requires you to typically work from the office at least 2 day/s per week, sometimes including attendance at short notice.
