Job Description
First appointed by United Utilities as its Managed Service Provider (MSP) in 2019, Costain continue delivery of the AMP8 capital maintenance programme with the latest three-year extension.
Since 2019 our team of more than 120 professionals and engineers have:
- Provided a reactive, round-the-clock maintenance service across United Utilities’ sites
- Developed a multi-disciplined supply chain to deliver more than 900 capital maintenance projects and approximately 9,000 responsive maintenance activities
- Helped United Utilities to meet more than 160 key regulatory commitments ahead of schedule whilst maintaining excellent safety, health and environmental performance
Due to an internal role-move the opportunity has arisen for a Programme Director to take over the leadership of the MSP contract for Costain.
Leading with a growth mindset, the successful candidate will have a passion for delivering outstanding customer service, as well as actively identifying and embracing opportunities to continually improve performance.
The client’s head office is based in Lingley Mere, Warrington. It is anticipated that the Programme Director will work dynamically between both the client’s head office, operational sites, the Costain Manchester office, and their home location.
Responsibilities
Leadership
- Ability to lead a complex integrated framework understanding the various revenue streams including the criticality of providing excellent customer care to UU operational stakeholders
- Establish clear lines of communication throughout the team, defining roles and responsibilities to ensure the efficient use of resources and the delivery of cost-effective solutions
- Champion Safety, Health and Environment and ensure that standards are set, maintained and continually challenged for improvement
Client
- Present proposals to the Client for improvements to the quality, efficiency and effectiveness of operations including opportunity growth
- Overall responsibility for service delivery, ensuring that the Client’s objectives as defined in the client’s business plan are delivered to their satisfaction
- Provision of outstanding customer service

Commercial
- Understand commercial drivers, take full accountability for cost management ensuring that delivery is in line with the Client’s budget and Costain business plan
- Overall responsibility for the profit and loss accounts and cash flow
- Proactively manage risk and opportunities
Business Performance
- Overall responsibility for ensuring compliance with the Contract Management System
- Overall responsibility for meeting the performance requirements of the Contract and driving Continuous Improvement
- Accelerate opportunities to embed digital working practices and transformation of the contract from reactive to proactive in line with data led intelligence
People/Culture
- Demonstrate Costain behaviors to ensure the continued success of the MSP framework and build broad trusted-partner relationships across the wider UU business
- Promote a culture of innovation, best practice and continuous improvement
- Ensure succession plans are in place for key roles and people risks are understood and managed
