Good Growth
Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About the team
The Programme Management Coordination team is a cross-cutting team at the heart of the Environment and Energy Unit, providing coordination and leadership on project and programme management, governance, finance, business coordination, communications, stakeholder engagement and mayor’s office coordination activities for the Unit.
About the role
This role will help establish the Programme Management Coordination Team as an authoritative and well-regarded source of reliable information on programme governance, management and evaluation. Line managing a Programme Governance Officer, you will help to build capacity among colleagues within the unit with respect to evaluation and monitoring, project and programme governance and robust financial management.
This will require someone who can engage confidently with relevant policy teams and provide them with strategic advice.
What your day will look like
- Contribute to special projects and initiatives commissioned by the Environment and Energy Unit, as well as the Good Growth Coordination Team. These are likely to involve joint working with people with different professional backgrounds, and with other organisations and sectors.
- Assist in the financial management, dissemination of best practice and management information to a range of audiences. Providing regular support to colleagues running budgets.
- Provide best practice guidance and advice on development of theories of change, performance frameworks and KPIs at all levels (from individual policies to broader GLA strategies/corporate performance) and
- Help senior policy leads to develop evaluation specifications for major projects, breaking down and structuring complex issues to turn them into manageable monitoring and evaluation approaches.
- Providing and overseeing surge capacity on key programmes, including Programme Management and reporting of one of our key Mayoral programmes.
- Line Management of a Programme Governance Officer.

Skills, knowledge and experience
To be considered for the role you must meet the following essential criteria:
- A degree or equivalent professional qualification in programme management, governance, social sciences, economics, public policy, or a related subject, or an ability to demonstrate the equivalent level of knowledge through experience in a related field.
- Experience in evaluation, including developing theories of change, using quantitative and qualitative methods, and producing value-for-money analysis.
- Experience in programme management, governance and financial management processes.
- Broad knowledge of, or demonstrated capacity to acquire expertise in, policy areas relevant to the work of the Environment and Energy Unit, such as climate change mitigation and adaptation, energy programmes, the green economy, and environmental policy.
- Evidence of proficiency in using project management tools, databases (such as G.I.S.) and presentation software. Ability, or demonstrated capacity to acquire ability, to use specialised statistical software packages.
