Programme Delivery Lead (Active SC Cleared)

At Addition, we partner with organisations delivering some of the UK's most critical public sector transformation programmes. We're looking for an experienced Programme Delivery Lead to join a major government programme driving ministerial reforms that will shape future public services and operational delivery.
This is an opportunity to lead a high-profile, complex transformation programme, working with senior government stakeholders to ensure policy is translated into sustainable operational outcomes.
The Opportunity
As Programme Delivery Lead, you will provide strategic leadership across a large-scale transformation programme, ensuring multiple workstreams remain aligned while balancing policy, digital delivery, operational change and governance.
You'll work within a highly visible environment where delivery is subject to ministerial scrutiny, requiring exceptional stakeholder management, programme governance and leadership capabilities.
What You'll Do
As Programme Delivery Lead, you will:
- Lead the end-to-end delivery of a major ministerial reform programme across multiple workstreams.
- Coordinate delivery across policy, service design, digital, data, operational teams, business change and analysis functions.
- Act as the strategic integrator, ensuring programme interdependencies are managed and delivery remains aligned.
- Identify, manage and mitigate programme risks, issues and dependencies.
- Translate policy objectives into practical operational delivery outcomes.
- Lead programme governance, reporting and assurance activities.
- Chair programme steering groups and governance forums.
- Produce high-quality reporting and strategic briefings for senior government leaders.
- Engage with Programme SROs, Directors, Grade 6/7 stakeholders and Senior Civil Service leadership.
- Support ministerial governance and provide assurance against key delivery milestones.
- Drive collaboration across multiple organisations and functions to achieve programme objectives.
- Ensure programme decisions consider end-to-end service design, operational impacts and long-term sustainability.
- Maintain delivery plans, milestones and programme controls throughout the programme lifecycle.

What We're Looking For
We're interested in experienced Programme Delivery professionals who have:
- Extensive experience leading large-scale, complex transformation programmes.
- Strong public sector or central government delivery experience.
- Experience working within highly governed and politically sensitive environments.
- Proven ability to lead multiple concurrent workstreams.
- Excellent stakeholder management skills with experience engaging senior leaders.
- Strong programme governance, assurance and reporting experience.
- Experience managing programme risks, dependencies and delivery planning.
- Knowledge of business change, operational transformation and service design.
- Experience working across policy, digital and operational delivery teams.
- Excellent communication, presentation and briefing skills.
- A collaborative leadership style with the ability to influence at senior levels.

Desirable Experience
Experience in one or more of the following would be advantageous:
- Government Major Projects
- Ministerial reform programmes
- Public service transformation
- Operational delivery transformation
- Digital transformation
- Service design
- Business change
- Portfolio or PMO leadership
- MSP, PRINCE2 or Agile delivery methodologies
Security Clearance
Active SC (Security Check) Clearance is essential.
Candidates must already hold active SC clearance that can be transferred.
