6-Month Contract Role with a Local Authority

Summary

This role involves leading and managing the Programme Management Office (PMO) to ensure the successful delivery of the organisation’s transformation programmes, improvement plans, and strategic objectives. The position is crucial for establishing best practices, governance frameworks, and consistent project management standards across the organisation, ensuring projects are delivered on time, within budget, and to the required quality.

Responsibilities

  • Lead and develop the PMO as a centre of excellence for programme and project management.
  • Line manage and support a team of up to 15 direct reports and oversee up to 50 staff in a matrix management structure.
  • Monitor team performance, conduct appraisals, and support professional development.
  • Oversee delivery of transformation programmes and projects aligned to organisational strategy.
  • Ensure all programmes meet cost, time, and quality objectives, with clear benefits realisation.
  • Identify and manage risks, issues, and interdependencies, escalating where appropriate.

Requirements

Essential Experience Required

  • Significant experience in programme and project management within a complex organisation.
  • Proven experience leading or managing a PMO or large-scale transformation programmes.
  • Experience managing teams, including both direct and matrix management.

Essential Qualifications Required

  • Degree-level qualification or equivalent relevant experience.
  • Professional certification in project or programme management (e.g., PRINCE2, MSP, or equivalent) is desirable.

Additional Information

  • Working hours: 37 hours per week.
  • Pay Rate: £600 - £650 per day umbrella - £432.41 PAYE.
  • Immediate priority and focus will be on leading the implementation of a new structure and developing the roles and approaches associated with that.
  • Part remote – ideally 1-2 days in the office at Guildhall, Shrewsbury, but this is negotiable.
  • We work on a bi-weekly schedule.
