Programme Manager
Venesky-Brown’s client, a public sector organisation in Inverness, is currently looking to recruit a Programme Manager for a contract until 29th January 2027 on a rate of £35.91/hour (PAYE). This role can be worked hybrid or remotely, with potential travel to Inverness office on occasion.
Responsibilities
- Lead and coordinate the delivery of the CLD and Employability Service redesign programme, ensuring agreed outcomes, milestones and governance requirements are achieved.
- Manage the final stages of staff consultation, ensuring feedback is appropriately collated, analysed and considered within decision-making processes.
- Work with Human Resources, Trade Union representatives and senior managers to support implementation of organisational change in accordance with policies and procedures.
- Coordinate the establishment of revised management structures, roles and responsibilities resulting from the redesign programme.
- Develop and implement transition plans to support the move from current to future operating arrangements.
- Establish and embed management systems, governance arrangements, reporting processes and operational procedures to support delivery within the new structure.
- Support induction and transition arrangements for the newly appointed Senior Manager (Pathways and Lifelong Learning).
- Design and facilitate workforce engagement and change workshops to support understanding, ownership and implementation of revised service arrangements.
- Identify and manage implementation risks, issues and dependencies, ensuring appropriate mitigation actions are put in place.
- Monitor progress against agreed implementation plans and provide regular reports to senior management and governance groups.
- Work collaboratively with managers and teams across Employability, Youth Work and Adult Learning functions to support service continuity throughout the transition period.
- Provide programme-level coordination and support until implementation is complete and responsibility transfers fully to the permanent management arrangements.

- Significant experience of leading complex organisational change or service redesign programmes.
- Experience of implementing new organisational structures and operating models.
- Experience of working with HR processes relating to consultation, organisational change and workforce transition.
- Experience of engaging and influencing a wide range of stakeholders within complex organisational environments.
- Experience of developing and implementing governance, performance and operational management arrangements.
- Experience of supporting teams through periods of significant change and transformation.
- Experience of leading service re-design and organisational change programmes including the implementation of new management structures within a redesigned integrated CLD and Employability Service or similar setting would be advantageous.
