Role: Programme Manager (Business Change & Transformation)

IR35 determination: Outside

Location: Birmingham

Working model: Hybrid, up to 3 days on site each week

Overview:

Provide senior leadership for a portfolio or major transformation programme, mobilising delivery, establishing effective governance and building the relationships required to move strategic priorities into implementation. The role is accountable for pace, coherence, outcomes and executive confidence across multiple projects and workstreams.

Key accountabilities:

  • Translate strategic priorities into a coherent programme roadmap, delivery architecture and mobilisation plan.
  • Establish programme governance, reporting, assurance, escalation and decision-making arrangements.
  • Lead integrated planning across projects, resources, dependencies, finances, risks and benefits.
  • Build trusted relationships with Directors, service leaders, Members and delivery partners as appropriate.
  • Challenge constructively, maintain pace and hold senior owners to agreed commitments.
  • Commission and direct project management and business analysis activity.
  • Oversee programme risks, issues and interdependencies, intervening where delivery is off track.
  • Provide clear executive and board reporting focused on outcomes, decisions and paths to green.
  • Manage scope and change across the programme, protecting agreed outcomes while enabling informed reprioritisation.
  • Embed sustainable programme-management capability, coaching and good practice.

Requirements:

  • Extensive leadership of large-scale business-change or transformation programmes.
  • Strong governance, assurance and senior stakeholder-management experience.
  • Evidence of mobilising programmes from a low baseline or recovering stalled delivery.
  • Credibility in politically sensitive and complex public-service environments.
  • Local-government experience is strongly preferred, with relevant portfolio depth
  • MSP training or equivalent programme-management expertise is desirable.
