We are Hiring: Programme Manager – Children's Services (SEND Reform)
Location: Halton (Hybrid – 1 day per week on-site, initially more for onboarding)
Contract: Until 26 March 2027
Hours: 37 hours per week
Rate: £420.07 per day
IR35: Inside IR35
Role Overview
Halton Borough Council is seeking an experienced Programme Manager to lead a strategic transformation programme across Children's Services and SEND Reform. The successful candidate will drive complex change initiatives, improve service delivery, develop sustainable operating models, and ensure positive outcomes for children, young people, and families.
Key Responsibilities
- Lead SEND Reform and Children's Services transformation programmes.
- Develop business cases, programme plans, and implementation strategies.
- Work with finance teams on financial modelling, savings tracking, and benefits realisation.
- Manage programme governance, risks, and performance reporting.
- Produce and present board-level reports.
- Engage with senior stakeholders, partners, and operational teams.
- Support service redesign, commissioning, placements, early help, and statutory children's social care.
- Drive sustainable improvements, reduce high-cost placements and agency dependency, and improve value for money.
- Lead project teams to deliver programme objectives on time and within budget.

Essential Requirements
- Extensive Programme Management experience delivering complex transformation programmes.
- Strong experience within Children's Services and SEND Reform.
- Expertise in business case development, programme governance, and financial management.
- Excellent stakeholder engagement and leadership skills.
- Experience preparing executive and board-level reports.
- Strong planning, risk management, and budget management skills.
- Proficiency with Microsoft Project.

- Rate: £420.07 per day (Inside IR35)
- Working Pattern: Hybrid – 1 day per week on-site (initially more frequent to support relationship building)
- Hours: 37 hours per week
