Job Title: Programme Manager
Location: Glasgow, Scotland (2-3 days on-site)
Contract Type: Outside IR35
Start Date: ASAP
Clearance Required for Onboarding: BPSS
A major public sector organisation is seeking a highly experienced Programme Manager to lead delivery across large-scale, complex technology programmes. You will take full ownership of programme delivery, financial control, and risk management, providing strategic leadership across multiple concurrent programmes spanning both application and infrastructure workstreams.
This is a senior delivery leadership role suited to a Programme Manager operating at the highest level, with a strong track record of running large, high-value programmes for medium-to-large organisations, and the commercial and stakeholder skills to take full accountability for complex, cross-service-line delivery.
Key Responsibilities
- Lead end-to-end delivery of large, complex programmes, with full ownership of financial control, cost awareness, estimation, and forecasting
- Provide strategic leadership across cross-service-line programmes, shaping deals, and troubleshooting complex delivery challenges
- Manage third-party suppliers to ensure delivery commitments are met across the programme
- Own programme-level risk, monitoring, and control processes, applying recognised methods and techniques for risk assessment and management
- Operate across both Waterfall and Agile delivery methodologies, adapting approach to programme and stakeholder needs
- Maintain strong customer-facing relationships and senior stakeholder engagement, governance, and communication cadence
- Oversee delivery across application and infrastructure workstreams simultaneously, across multiple concurrent large-scale programmes

Essential Skills
- Has achieved a high level of proficiency in Programme Management, with a minimum of 15 years' experience in delivery management
- Proven experience successfully running large, complex programmes with a labour value of £10m+ and a team size of over 100
- Has managed at least 5 major programmes spanning both application and infrastructure delivery, within organisations ranging from £250M to £2Bn turnover
- Proven record of realistic estimation, with strong financial/cost awareness alongside customer-facing and behavioural skills to take full responsibility for large programmes
- Strong understanding of both Waterfall and Agile delivery methodologies
- Proven experience shaping deals, providing strategic leadership, and troubleshooting complex, large-scale programmes, including cross-service-line delivery
- Proven strategic management, project management, and leadership skills at the highest levels, across a wide variety of contexts
- Proven track record managing third-party suppliers
- Proven experience of project monitoring, project control, and project forecasting
- Strong understanding and demonstrated use of methods and techniques for risk assessment and management

Desirable Skills
- Formal Programme/Project Management certifications (e.g. MSP, MoP, PRINCE2, PMP, or equivalent)
- Experience delivering programmes within the public sector or other regulated environments
- Experience operating within a shared services or multi-supplier delivery model
