Programme Manager - Transformation - Public Sector - Hybrid Working (West Midlands) - Contract - Inside IR35 - Day rate circa £600 per day
Have you led complex, multi-project transformation programmes from mobilisation through to benefits realisation? Do you have genuine business case development experience, not just business case input? Are you looking for a programme leadership role with real impact on public services?
I'm interested in speaking to experienced Programme Managers with a track record of leading large-scale transformation and change programmes within the public sector. This is a genuine programme-level role — leading multiple interdependent projects and workstreams — so it's not suited to Project Managers looking to step up into their first programme title.

You'll be the lead adviser to senior leaders and programme sponsors, translating strategic priorities into deliverable programmes, developing robust business cases to secure investment, and ensuring programmes are governed, resourced and delivered to time, cost and quality. Benefits realisation is central to the role — you'll need to define, track and embed benefits well beyond go-live, not just at business case stage.
We need someone with repeatable experience of this kind of work, comfortable operating across governance structures, senior stakeholders, elected members or boards, and multidisciplinary delivery teams. You'll need "the usual" in terms of risk management, escalation and assurance, along with the leadership skills to manage and develop project managers, change officers and business analysts, and the credibility to influence, challenge and support senior leaders.

This is an interim role offering hybrid working from a West Midlands office, 2-3 days per week onsite required as this is a key influencing role.
