Programme Manager

Reporting to: Director

Working Hours: 35 hours per week

Salary: £30k - £35k (depending on experience)

Role Purpose

The Programme Manager will be responsible for the effective planning, coordination, management and delivery of the Centre of Learning and Timely Careers’ programmes, workshops, events and publicly funded projects.

The role will oversee the full programme lifecycle, ensuring programmes are delivered on time, within budget and to agreed performance, quality and standards. This will include programme scheduling, administration, participant and trainer communications, logistics, evaluation, reporting and impact measurement.

Working closely with the Director, the Programme Manager will also support the development of new programmes and services, management of delivery partners and strategic relationships, and continuous improvement across programme systems and processes.

Key Responsibilities

Programme Management & Delivery

  • Plan, coordinate and oversee the delivery of programmes, workshops and events against agreed targets, outputs, budgets, timelines and quality standards.
  • In collaboration with the Director, develop and manage annual programme schedules, including programmes and workshops, trainers, venues and other delivery requirements.
  • Manage programme risks, issues and milestones, escalating significant matters to the Director.
  • Coordinate the opening and launch of programmes and events and ensure a high-quality participant experience throughout.

Programme Administration & Relationships

  • Manage all programme administration from confirmed booking/awarding through to completion.
  • Maintain accurate programme, participant and stakeholder information, including website and database updates.
  • Manage participant bookings, attendance, communications, joining instructions, evaluations and follow-up in a timely manner.
  • Manage the organisation’s inboxes and ensure enquiries are dealt with promptly and appropriately.
  • Develop and maintain effective relationships with trainers, facilitators, delivery partners, venues, suppliers and other stakeholders.
  • Manage trainer SLAs, scheduling and forward planning in collaboration with the Director.

Financial Management, Quality & Compliance

  • Work with the Head of Growth & Engagement to monitor programme income and ensure programme places are filled.
  • Monitor programme quality, performance, risks and contractual requirements.
  • Ensure publicly funded and commissioned programmes meet agreed outputs, milestones and reporting requirements.
  • Maintain appropriate records to support financial management, forecasting and quality assurance.

Evaluation, Reporting & Impact

  • Develop and implement effective programme monitoring and evaluation processes.
  • Collect, analyse and report on participant feedback, attendance, mentoring, outcomes and wider programme impact.
  • Maintain accurate programme databases and produce performance and impact reports for the Director, clients and funders as required.
  • Use data and feedback to identify improvements to programme quality, effectiveness and participant experience.

Programme Development & Marketing

  • Assist the Director in undertaking market research and contribute to the development of new programmes and services for COLT.
  • Identify opportunities to improve existing programmes in response to participant, business, market and stakeholder needs.
  • Work with the marketing function to support programme campaigns, website updates, content, imagery, video, testimonials and case studies.

Systems, Processes and Procedures

  • Develop and maintain robust programme management systems, processes, procedures and documentation.
  • Identify opportunities to improve operational efficiency, programme quality and participant experience.
  • Provide the Director with regular updates on programme performance, risks, issues and opportunities.
  • Undertake other duties as requested by the Director or required to support the wider Group.

Experience

Essential

  • Significant experience in programme, project, contract or operational management.
  • Proven ability to manage programmes against targets, budgets, timelines and quality standards.
  • Take ownership of all aspects of programme delivery and communications and ensure successful delivery.
  • Strong organisational and project management skills, with the ability to manage competing priorities.
  • Experience of financial monitoring, reporting and programme/project evaluation.
  • Excellent communication and relationship management skills.
  • Experience of managing delivery partners, suppliers or other external stakeholders.
  • Strong IT, database and reporting skills.
  • Excellent attention to detail and a proactive, solutions-focused approach.
  • Ability to work independently, take ownership of projects and work collaboratively.

Desirable

  • Experience of publicly funded, commissioned or tender-funded programmes.
  • Experience within learning and development, training, education, employability or the community/voluntary sector.
  • Knowledge of monitoring, evaluation and impact measurement.
  • Experience of developing new programmes or services.

Working Relationships

The Programme Manager will report directly to the Director and work closely with the Head of Growth & Engagement, wider WiB Group team, trainers, delivery partners, participants, clients, funders, commissioners and other external stakeholders.

The role will involve regular external engagement and may require travel across Northern Ireland and attendance at programme delivery days, workshops, events and meetings.
