Job Description
To support the successful win of new business within the Public Sector and adjacent markets, ensuring a quality response to all delivery related questions. Leading on continuous improvement initiatives through bid delivery, transitioning into delivery, quality assurance and lessons learnt into new bids.
Responsibilities
Own delivery engagement with the customer until project is ready for handover into Delivery. This includes post award scoping meetings with customer.
- Handover to Project Manager at Customer Project Handover meeting.
- Ongoing quality assurance to ensure PM’s are delivering in line with approach described in bid response, advising on changes to PM approach or amending future bids as appropriate.
Bid
- Maintain and continuously improve the Delivery, Transition and Exit bid library to ensure accurate, compliant and high-quality submissions.
- Lead on responses for Delivery, Transition and Exit requirements within bids, ensuring solutions are operationally achievable.
- Define and validate resource requirements during bid development using standardised planning and costing templates.
- Produce bid-stage risk assessments covering commercial, delivery, timeline and quality risks, with clear mitigation actions.
- Complete contract award risk reviews to ensure effective mobilisation and transition into delivery.
- Develop and document delivery workflows and governance processes for implementation within business systems.
- Support Sales teams during customer engagement activities by providing delivery and operational expertise.
- Lead delivery and transition discussions during pre-bid customer workshops and solution design sessions.
- Facilitate comprehensive handovers from Sales into Project Delivery and Operational teams.
- Contribute to the achievement of bid win-rate objectives through robust solution design and delivery assurance.
- Maintain knowledge of public sector procurement practices, frameworks and governance requirements.
- Participate in win/loss reviews and capture lessons learned to drive continuous bid improvement.
- Maintain awareness of carrier, supplier and managed service offerings, including associated delivery SLA.

Transition
- Build strong relationships across Client Management, Project Management, Service Delivery teams.
- Ensure customers and internal stakeholders clearly understand contractual scope, deliverables and implementation commitments.
- Provide project assurance throughout the delivery lifecycle, ensuring adherence to agreed methodologies and standards.
- Support project teams with PRINCE2 governance, operational guidance and delivery expertise as required.
- Conduct transition and delivery assurance reviews to assess readiness, compliance and project health.

Quality
- Identify capability gaps within the Project Management function and implement development initiatives to strengthen operational performance.
- Support ISO accreditations, quality management systems and process improvements aligned to business objectives.
- Maintain awareness of public sector and adjacent market frameworks, industry standards and regulatory requirements.
- Engage with suppliers and carriers to remain informed of product developments, service enhancements and market changes.
- Promote innovative approaches to supplier engagement and service delivery that improve customer outcomes.
- Drive continuous improvement through lessons learned, assurance reviews and operational performance analysis.
Requirements
- Prince2 practioner
- Proficient in Microsoft project
- Proven experience in a Programme Manager role
- Proven experience of transitioning services from current suppliers to a new service provider
- Strong understanding of Service Operations/Project Management
- Excellent vendor management skills and vendor product knowledge
- Excellence in process documentation
