Job Purpose
The Programme Management Business Partner will lead the development, mobilisation, and delivery of complex strategic programmes and projects that support regional economic growth, infrastructure investment, and organisational objectives.
Working closely with the Head of Infrastructure, senior leaders, and external partners, the postholder will transform strategic priorities into successful programmes, ensuring benefits are realised, governance requirements are met, and programme outcomes deliver lasting value for businesses, communities, and the wider region.
The role will provide strategic leadership across the full programme lifecycle, managing budgets, resources, contracts, risks, dependencies, and stakeholder relationships, whilst driving continuous improvement and promoting best practice in programme and project management.
Key Responsibilities
- Lead the development, delivery, and continuous improvement of complex programmes, projects, and portfolios.
- Develop and maintain programme roadmaps, delivery plans, and implementation frameworks.
- Ensure programme objectives align with organisational, economic, and regional priorities.
- Lead programme mobilisation activities from concept through to delivery and benefits realisation.
- Provide strategic advice and support to senior leaders regarding programme delivery and investment opportunities.
- Build and maintain effective relationships with local authorities, government departments, funding bodies, private sector organisations, and delivery partners.
- Influence and negotiate with senior stakeholders to secure commitment and programme support.
- Operate effectively within a politically sensitive and multi-stakeholder environment.
- Coordinate multiple projects, workstreams, and delivery partners to ensure successful programme outcomes.
- Manage programme budgets, financial forecasting, expenditure monitoring, and resource allocation.
- Monitor programme risks, issues, dependencies, and opportunities, implementing appropriate mitigation measures where required.
- Ensure compliance with funding agreements, grant conditions, governance requirements, and organisational policies.
- Develop and maintain performance management frameworks, milestones, and key performance indicators.
- Monitor programme benefits and ensure intended economic, organisational, and regional outcomes are achieved.
- Produce high-quality reports, briefings, business cases, and presentations for senior leadership, boards, and stakeholders.
- Lead the preparation of investment proposals, funding bids, and strategic business cases.
- Ensure business cases comply with recognised frameworks including HM Treasury Green Book principles and relevant governance requirements.
- Apply robust analytical and evidence-based approaches to programme development and investment decisions.
- Oversee procurement activity relating to programme delivery and commissioned services.
- Manage contracts, suppliers, consultants, and delivery partners to ensure effective delivery and value for money.
- Monitor contractor and supplier performance against agreed objectives and contractual requirements.
- Provide leadership and line management to programme staff, ensuring effective performance and professional development.
- Support the development of programme and project management capability across the organisation.
- Promote a culture of collaboration, accountability, innovation, and continuous improvement.
- Contribute to service planning, organisational development, and strategic transformation initiatives.

Requirements
Essential
- Degree qualification or equivalent professional experience in Programme Management, Project Management, Business Management, Infrastructure, Regeneration, or a related discipline.
- Evidence of continuous professional development.
- Significant experience leading complex programmes, portfolios, or major projects.
- Strong knowledge of programme and project management methodologies and best practice.
- Experience managing programme budgets, contracts, funding agreements, and delivery partners.
- Experience developing business cases, funding applications, investment proposals, or strategic plans.
- Experience working with senior leaders, partners, and external stakeholders.
- Proven ability to lead and develop teams and individuals.
- Excellent leadership, communication, and stakeholder management skills.
- Strong analytical, planning, and problem-solving abilities.
- Ability to manage multiple priorities, workstreams, and competing demands.
- Experience identifying and managing programme risks, dependencies, and opportunities.
- Ability to translate strategic objectives into practical delivery plans.
- Experience working with procurement, legal, and finance functions to support programme delivery.
- Strong report writing, presentation, and business case development skills.
- Competent in the use of digital reporting, project management, and performance monitoring tools.

Desirable
- PRINCE2, MSP, APM, or equivalent Project/Programme Management qualification.
- Chartered or postgraduate qualification in a relevant discipline.
- Experience delivering government-funded programmes.
- Experience delivering infrastructure, regeneration, transformation, or economic development programmes.
- Knowledge of regional economic development and place-based growth initiatives.
- Experience applying HM Treasury Green Book methodology.
- Experience managing procurement exercises and contract management activities.
- Knowledge of benefits realisation and programme evaluation frameworks.
- Experience working within local government, regional partnerships, or public sector organisations.

- Hours Per Week: 37 Hours
- Payment Frequency: Bi-Weekly Payments
