Location: Halton (Hybrid – 1 day/week on-site, initially more during onboarding)
Contract: Until 26 March 2027
Hours: 37 hours/week
Rate: £420.07/day
IR35: Inside IR35
Role Overview
Halton Borough Council is seeking an experienced Programme Manager to lead the delivery of strategic transformation programmes across Children's Services and SEND Reform. The role focuses on driving service improvement, financial sustainability, and successful implementation of complex change initiatives.
Key Responsibilities
- Lead SEND Reform and Children's Services transformation programmes.
- Develop business cases, project plans, and implementation strategies.
- Manage programme governance, risks, budgets, and benefits realisation.
- Work with finance teams on financial modelling and savings delivery.
- Produce and present board-level reports and programme updates.
- Engage senior stakeholders and lead cross-functional teams.
- Drive service redesign, commissioning, early help, placements, and statutory children's social care improvements.
- Ensure programmes deliver sustainable outcomes, improved service quality, and value for money.

Essential Skills & Experience
- Proven Programme Management experience delivering complex transformation programmes.
- Strong knowledge of Children's Services and SEND Reform.
- Experience with business case development, governance, financial management, and stakeholder engagement.
- Excellent leadership, communication, and problem-solving skills.
- Proficient in Microsoft Project and programme management methodologies.
