Position Overview:

The Programme Manager Energy and EVI will be responsible for leading the development and delivery of renewable energy and electric vehicle infrastructure programmes across Bristol City Leap’s portfolio. The role will oversee the identification, development, approval and implementation of solar photovoltaic (PV), battery energy storage system (BESS) and electric vehicle infrastructure (EVI) projects that reduce carbon emissions, increase local renewable energy generation and support the partnership in achieving its net zero commitments.

The role will be accountable for translating Bristol City Leap objectives and client ambitions into a prioritised pipeline of financially viable, investable and deliverable projects across Bristol City Council’s estate and and wider regional area.

This will include identifying investment opportunities, shaping programme roadmaps, developing robust financial models and business cases, securing stakeholder support and ensuring programme activities maximise carbon reduction, social value, commercial returns and operational performance.

The Programme Manager will provide strong programme leadership, managing a portfolio of projects from opportunity identification and feasibility through approvals, procurement, construction, commissioning and handover. The role requires a blend of programme management expertise, renewable energy and EVI knowledge, financial and commercial capability, strategic planning and stakeholder management. The ideal candidate will have preferably worked with public sector organisations or for large commercial corporate estate owners.

Core Responsibilities

The role will focus on the following areas:

  • Strategy and Pipeline Development
    • Develop, maintain and refresh the Energy and EVI programme strategy and pipeline in line with Bristol City Leap objectives, client net zero plans, investment requirements, funding opportunities and market developments
    • Identify and assess future investment opportunities and develop strategic programme roadmaps for solar PV, BESS and EVI to support long-term growth, carbon reduction and commercial objectives
    • Identify, evaluate and prioritise opportunities, considering technical feasibility, grid capacity and connection requirements, planning and land or property constraints, customer demand, delivery risk and financial viability
    • Work with clients, finance, commercial and technical teams to develop project pipelines and investment programmes aligned to net zero targets and portfolio objectives

  • Programme Governance and Delivery

    • Manage programme governance arrangements, ensuring projects are delivered in line with approved business cases, budgets, timescales, contracts, investment criteria and funding requirements
    • Coordinate project development from feasibility and options appraisal through design, approvals, procurement, construction, commissioning and operational handover
    • Oversee programme budgets, forecasts, risks, dependencies, benefits and performance reporting across the portfolio
    • Track key programme milestones, grid connections, planning and landlord approvals, procurement activities, risks, dependencies and issues, ensuring timely escalation and resolution
  • Funding, Investment and Commercial Outcomes

    • Lead and coordinate the development of robust financial models, business cases and investment proposals for solar PV, BESS and EVI projects
    • Assess project viability using capital and operating costs, revenues and savings, cash flow, payback, net present value, internal rate of return and appropriate sensitivity and scenario analysis
    • Work with finance and commercial colleagues to test assumptions, optimise commercial structures and ensure projects meet investment requirements while delivering carbon and social value outcomes
  • Stakeholder Engagement and Reporting

    • Build and maintain strong relationships with senior stakeholders, clients, technical teams, finance and commercial colleagues, network operators, contractors, equipment suppliers and delivery partners
    • Prepare and present programme reports, financial appraisals, business cases, updates and recommendations to boards, investment committees, steering groups and senior leadership teams
    • Communicate programme objectives, progress, commercial performance, risks and decisions clearly to internal and external stakeholders
  • Performance and Outcomes

    • Monitor programme performance against renewable generation, carbon, financial, delivery, social value and operational objectives
    • Ensure lessons learned, operational data and performance insights are used to strengthen programme delivery, financial assumptions, governance and future pipeline development

Minimum Qualifications

  • Relevant professional experience in programme management, renewable energy, electrical infrastructure, electric vehicle infrastructure, engineering, construction, finance, commercial management or a related field
  • Strong understanding of solar PV, BESS and EVI project development and delivery, including technical feasibility, grid connections, planning, procurement, construction, commissioning and operational considerations
  • Demonstrable experience developing detailed financial models, project business cases, investment proposals and programme governance documentation

Skills and Experience Required

  • Significant experience delivering complex renewable energy, electrical infrastructure, EVI, energy or construction programmes
  • Experience taking projects through the development lifecycle, from opportunity identification and feasibility to construction, commissioning and handover
  • Experience in financial modelling and investment appraisals, including the ability interrogate cash-flow models and assess payback
  • Knowledge of programme governance, assurance, procurement, contracting, construction and delivery processes, with an understanding of relevant planning, grid connection and regulatory requirements
  • Strong stakeholder management and communication skills, with experience engaging senior stakeholders, clients, investment decision-makers, delivery partners and governance forums
  • Strong commercial awareness and the ability to balance technical performance, carbon reduction, social value, delivery risk and financial returns
