Hours of Work: Full-time (35 hours per week)
Working Pattern: Monday to Friday, 8am to 4.30pm Monday – Thursday, 8am to 12:00pm Friday
Contract: Permanent
Grade: SL1
Target Salary: £58,633 per annum
Location: Mobile, covering England and Scotland
Due to the national nature of the role, the successful candidate must be able to travel to all NCC locations on a regular basis with frequent travel to Bircham Newton, Norfolk and Inchinnan, Scotland. Candidates should therefore be situated such that these travel requirements can be met comfortably and consistently.
Additional Benefits: Car Allowance £6,799
Special Requirements: The post holder will be eligible for either a company car or a car allowance in line with the grade for this role, subject to the vehicle nominated for business use complying with CITB’s Car Policy.

About the Role
As Programme Manager - Inclusion & Participation, you will provide operational leadership for Inclusion, Additional Learning Support and learner engagement activities across the National Construction College's apprenticeship and commercial provision.
Working closely with curriculum, quality and support teams, you will drive a whole-provider approach to inclusion, ensuring that learners receive the support they need to succeed and that inclusive practice is embedded throughout the learner journey.
What you’ll be doing:
- Lead Inclusion, Participation and Additional Learning Support provision across England and Scotland
- Drive the organisation's inclusion strategy, ensuring equitable, accessible and inclusive learning environments for all learners
- Coordinate targeted interventions to remove barriers to participation and achievement for disadvantaged learners and those with additional needs
- Work collaboratively with the Learning Support Specialist to ensure appropriate adjustments and support are identified and implemented
- Ensure compliance with Additional Learning Support funding rules and support funding claims processes
- Lead the development and monitoring of Self-Assessment Reports (SARs), Self-Evaluation Reports (SERs) and Quality Improvement Plans (QIPs) relating to Inclusion and Participation
- Analyse learner engagement, participation and achievement data to identify trends, risks and opportunities for improvement
- Produce reports and recommendations for senior leaders to support quality improvement and inspection readiness
- Develop and deliver training, coaching and resources to strengthen inclusive practice across curriculum teams
- Lead and support a team of Teaching Assistant Team Leaders and the Learning Support Specialist, creating a culture of accountability, innovation and continuous improvement
- Collaborate with internal teams and stakeholders to enhance learner engagement, personal development and progression opportunities

What we’re looking for:
Essential:
- Hold a minimum Level 5 qualification in an Inclusion related discipline such as Specialist Support, SEND Practice, SENCo, Inclusion, Diversity and Equality.
- Experience of leading teams and improving quality in an apprenticeship or FE context
- Strong understanding of Ofsted EIF and Education Scotland / SDS expectations
- Strong understanding of funding rules for Additional Learning Support
- Experience using data to identify risk, track impact and drive interventions
- Strong analytical and problem‑solving skills
- Ability to manage multiple priorities and work cross‑functionally
- Excellent communication and interpersonal skills
- Evidence of ongoing professional development
- Educated to level 2 or above (or equivalent in Scotland) in English and maths
- Knowledge, skill, and experience in Microsoft Office 365
Desirable
- Experience of apprenticeship delivery
- Experience delivering CPD or coaching to staff
- Project management qualification and/or experience
