Programme Manager / Programme Lead

Location: West Midlands (2 days per week onsite)

Salary: Up to £80,000 + Benefits


We're working with a well-established organisation embarking on a major business transformation programme and are looking to appoint an experienced Programme Manager to drive a large-scale Housing Management System (HMS) implementation. This is a high-profile, multi-year transformation initiative that will see the organisation select and deploy a new housing management platform, replacing and modernising key operational processes across the business.

The successful candidate will lead the programme from vendor engagement through to implementation, deployment and business adoption. This is an excellent opportunity for someone who has previously delivered a Housing Management System implementation and can navigate complex stakeholder environments while ensuring successful programme outcomes.

Key Responsibilities:

  • Lead the end-to-end delivery of a large-scale Housing Management System implementation programme.
  • Manage the programme roadmap, governance structure, budget, risks and dependencies.
  • Support the system selection process, including supplier evaluations, RFP activities and contract discussions.
  • Work closely with business leadership, operational teams and technology stakeholders to define programme objectives and delivery plans.
  • Establish effective programme governance, reporting and decision-making forums.
  • Oversee third-party suppliers and implementation partners throughout delivery.
  • Drive business readiness, change management and user adoption activities across the organisation.
  • Ensure successful deployment of the new platform whilst minimising operational disruption.
  • Manage programme risks, issues and escalations, ensuring timely resolution.
  • Provide regular updates to senior leadership on progress, milestones and programme performance.

Key Skills Required:

  • Proven experience delivering Housing Management System (HMS) implementations.
  • Strong programme leadership experience across large-scale business and technology transformation initiatives.
  • Experience managing system selection, procurement or RFP processes.
  • Background delivering housing, property, tenancy, repairs or customer services related platforms.
  • Ability to engage and influence senior stakeholders across business and technical teams.
  • Strong supplier and third-party vendor management experience.
  • Demonstrable experience leading deployment, business change and adoption activities.
  • Excellent governance, budgeting, reporting and risk management capabilities.
  • Experience working within complex, multi-stakeholder environments.
